Child brides

It is a grim fact that Pakistan has not been able to tackle the issue of child marriages. The cases of child marriages are also rampant due to economic or societal pressures. We ought to take steps to deal with this longstanding issue. The authorities concerned should take stern action against the practice of child marriages by launching an effective media campaign. Early marriages also act as a big deterrence towards a girl’s education. PA passes resolution praising Pak Army, PAF

Jawwad Rizvi *** Asim HussainLAHORE: Punjab Assembly on Wednesday passed a unanimous resolution praising Pakistan Army and Pakistan Air Force for striking back on Indian invading jets on Pakistani territories and shooting down two Indian fighter jets and capturing an Indian pilot.Besides, PA set a new record for maximum number of legislations in a short time as it legislated into law four bills namely the Punjab Skills Development Authority Bill 2018, the Punjab Technical Education and Vocational Training Authority (Amendment) Bill 2018, the Punjab Board of Technical Education (Amendment) Bill 2018, and the Provincial Assembly of the Punjab Secretariat Employees Bill 2019. Following the Question Hour, Speaker Pervaiz Elahi allowed Raja Basharat to present the resolution praising the prompt response by Pak Army and air force in repulsing Indian jets’ intrusion into Pak territories, and paying tributes to the valiant armed forces. The joint resolution by Law Minister Raja Basharat, former Speaker and PML-N member Rana Muhammad Iqbal Khan and Provincial Minister Mian Mahmoodur Rashid congratulated the armed forces and entire nation on successfully countering the Indian attack and striking back to shoot down two enemy jets and capturing one enemy pilot.The resolution said the PAF fighters had raised the heads of every Pakistani high with pride. It said Pakistan had always advocated for peace in the region but the persistent Indian war hysteria forced the Pak Army to defend the motherland and pay back to the Indian aggression. Indian government must show sense after tasting befitting response by the Pakistan armed forces, and realise the basic difference that Pakistanis love to embrace martyrdom and fight for their country while the enemy is afraid of giving life for the sake of their motherland, it said.The House demanded the government that the international opinion against the Modi government’s war mongering be mobilised as it had jeopardised peace of the entire world for the sake of winning elections. A minority member from Sikh faith, Mahindar Pal Singh, warned the Indian army against casting evil eye on Pakistan. The PTI which previously criticised the making of authorities and companies in Punjab has made two authorities in a single day by approving the Punjab Skills Development Authority, and the Punjab Technical Education and Vocational Training Authority, passing the Bills through provincial assembly. Punjab Minister Basharat Raja presented both the Bills for legislation of the authorities which was opposed by opposition benches members, including Waris Kallu, Khalil Tahir Sindhu and Azma Bokhari but turned down in the voting by the treasury benches members being larger in number.Waris Kallu opposing the Amendments to the Punjab TEVTA mentioned that the govt just omitted some clauses from the previous Bill which was presented by the PML-N and added those omitted working in to the Punjab Skills Development Authority. Azma Bokhari said that the PTI govt was handing over all powers to the bureaucrats and making the minister office and elected representatives ineffective. She said that the government should include the elected political persons in the boards of these authorities.Our correspondent adds: Punjab Minister for Law, Parliamentary Affairs and LG Basharat Raja said it was a historic day for the assembly with regard to legislation.Addressing journalists outside Punjab Assembly building, the minister said the bills passed were: the amended Punjab Skills Development Authority Bill 2018, two amended bills of Technical Education and Vocational Training Authority (TEVTA), the amended draft bill of Punjab Civil Secretariat Employees and the draft bill of Production Orders for Members Punjab Assembly.

CM orders crackdown on hoarders, profiteers

LAHORE: A meeting was held under the chair of Chief Minister Sardar Usman Buzdar at his office Wednesday to review the price control mechanism in the province.The meeting decided to devise standard operating procedures (SOPs) for controlling prices. The CM directed that indiscriminate action should be initiated against hoarders and profiteers. The industry department should formulate new SOPs in collaboration with the line departments. He said strict action would be initiated against those found involved in artificial price-hike. Jail is the best place for such hoarders, he added.The chief minister directed that cases should be registered against illegal profiteers found involved in looting the people and the number of price control magistrates should be increased according to the need. He expressed the displeasure over non-action against illegal profiteers in some districts and added that Deputy Commissioners of such districts would be asked to explain their performance. He said that price control committees have been constituted at district level which should actively perform their duties. He reiterated that any artificial price-hike in rates of vegetables, fruit and pulses will not be tolerated and the DCs should personally monitor the steps taken for price control in their respective districts. He directed that implementation of the decisions made in the meeting should be ensured and prices and quality of essential items should be regularly checked in Sunday bazaars. He said that report should also be submitted about the rates of essential items at mega stores and added that they would not be allowed to violate the law. Steps should also be taken to stable the price of sugar in the market.Meanwhile, Usman Buzdar Wednesday said that Prime Minister Imran Khan’s address to the nation reflected the sentiments of whole nation.MINISTER: Balochistan Minister for Transport and Inter-provincial Coordination Balochistan, Umer Khan Jamali called on Punjab Chief Minister Sardar Usman Buzdar at his office here on Wednesday. During the meeting, both discussed the promotion of inter-provincial harmony.PAF: Usman Buzdar has said Pakistan Air Force has given a befitting response to the Indian government by shooting down Indian planes that violated the Line of Control on Wednesday.He praised the the PAF, saying, “We pay tributes to the PAF jawans defending the aerial boundaries of Pakistan. Punjab Sanitation Policy on the cards, PA told

Punjab Minister for Housing Urban Development and Public Health Engineering Mian Mehmood-ur-Rasheed said maiden Punjab Sanitation Policy would be presented in next cabinet meeting and after getting approval it would be promulgated as the policy was ready now.Responding to questions raised by the MPAs during question hour session on Housing Urban Development and PHED, he said that the first draft of the policy was initiated in 2010 which was sent to the cabinet for approval by the department. However, it could not become the part of the cabinet meeting agenda, while in 2018 Housing Urban Development and PHED on the instruction of the planning and development department sent for PWDP approval.Responding to questions raised by the MPAs during question hour session, the minister admitted that number of issues faced by the water and sanitation schemes in the Punjab as the municipal committees were not taking over the ownerships of these scheme, besides the local government department due to resources and funds issues. Both MCs and LG departments were not allocated funds for operation and maintenance of the water and sanitation schemes in Punjab due to which these schemes were not operational or facing other issues. He said the system was not working properly.MPA Ayub Khan raised the question that urban water supply scheme completed in TT Singh in 2017 was closed after six months working due to which stomach diseases were increased. PA Speaker Pervaiz Elahi observed that the operation and maintenance funds should not be given to the MC and elected members for established schemes. He said due to their influence these funds diverted to other schemes by the elected councillors which affected the developed schemes while the municipal departments continued bills recovery on non-provided facilities.MPA Saeed Akbar Nawani on supplementary question asked that if the govt would be unable to conduct local government election for next one or two years then what would be the fate of these established water and sanitation schemes as the public would remain suffering, the minister said that the government was managing existing schemes while working to add operation and maintenance cost for six months to one year in the construction cost of ongoing schemes which were in completion phase. Former Speaker PA, MPA Rana Iqbal in supplementary question observed that 80 percent of water and sanitation schemes were non-functional across the Punjab. MPA Bilal Farooq Tarar raised the questions that the PTI government allocated minimal resources to the ongoing schemes of water and sanitation started in the PML-N government which was affecting the civic services. The minister said that the government set its priorities and was allocating the resources to ongoing scheme in accordance with the priorities. MPA Saeed Akbar Nawani asked the fate of the schemes launched by the PML-N govt during the last year of its tenure in which every member schemes worth up to Rs100m was approved while some 2 to 3 million were allocated and released to these schemes. The minister responded these schemes created problems for the new govt as the PML-N govt launched billions of rupees schemes before the election. —

Man shot dead

LAHORE: A 45-year-old man was shot dead by unidentified persons in the Shalimar police jurisdiction on Wednesday.Police said some unidentified persons approached victim Imran, a resident of Chaman Park and shot at him after exchanging harsh words with. Police collected evidences from the crime scene and recorded the statements of eye witnesses. Investigation is going on to know the motive behind the killing. The family of the victim said they had no enmity with anyone.Body found: The body of a 30-year-old man was found in a ditch near Jamoo Stop on Bedian Road on Wednesday.Rescue 1122 fished out the body from the ditch and handed it over to police. The body was removed to morgue. Meanwhile, an 18-year-old youth was found dead in limits of Haier police on Wednesday.Some locals spotted the body lying in an empty plot and informed the police. Police shifted the body to morgue. arrested: Naulakha police arrested seven accused and seized illegal weapons from their custody on Wednesday. Cases have been registered against the arrested accused, including Suleman, Sheroz, Usman, Yaqoob, Nadeem Foaad and Daud. One 222 rifle, three Kalashnikovs, a pistol and bullets were seized from them.Meanwhile, Civil Lines Division police have arrested 146 criminals during the last one week and recovered weapons and drugs from their possession. Police have recovered seven pistols, over three kilogram Charas and 100 bottles of liquor from their possession. Police have also arrested 48 criminals for violating the kite flying, one wheeling and loudspeaker acts.PFA: Punjab Food Authority’s two officers will attend an international training course in Thailand on Post-Harvest Technologies in November 2019. The training will be held by the Thailand government, PFA officials said adding that Director General Muhammad Usman has conducted interviews of shortlisted candidates on Wednesday. He said the selected candidates would study food safety issues during the tour which usually created after ready crops.

The syndicate gave approval for the land for sitting up second campus of FJMU. It granted approval to all the recommendations by the HR Committee of FJMU and regularisation of 180 contractual employees of Sir Ganga Ram Hospital. It gave approval to set up 400 beds special hospital in Sir Ganga Ram Hospital for care of mother and child. It gave approval to a master training programme for improve the ultrasonic facilities for gyne and other departments of Sir Ganga Ram Hospital.The meeting approved the recruitment to fill the posts of Pathology Department and Medicine Department of FJMU.Approval to install tube-well fo provision of potable water in the hospital also given. LAHORE: Partly cloudy weather was observed in the City here Wednesday while Met office predicted similar weather conditions for the next 24 hours. Met officials said that continental air is prevailing over most parts of the country. A strong rain bearing system is likely to approach Balochistan today (Thursday) and likely to grip southern parts of the country tomorrow (Friday) and may persist in upper parts till Monday morning. They predicted that mainly cold and dry weather is expected in most parts of the country. However, rain/thunderstorm (with snowfall over hills) is expected at isolated places in Quetta, Zhob and Kohat Divisions during evening/night.

Painting exhibition inaugurated

LAHORE: There are very few such young artists who have such inspiring skills to capture natural beauty of the mountainous valleys as Muntehaa Azad has, and she is, certainly, a very skillful and charismatic artist of nature.These were the views of Prof Saeed Akhtar, an internationally acknowledge painter, art teacher in Pakistan, which he shared with this scribe at the inauguration of Muntehaa Azad’s watercolor paintings exhibition at Nairang Galleries, Habitat, Jail Road.He said the beauty of Muntehaa’s work has proved her highly grasp over the scenic beauty. All her watercolor landscapes have been painted in that serene environment of Azad Kashmir and she has definitely done justice to the marvels of nature by bringing them down on the canvas.She has immersed her soul into these landscapes and became one with them, and then she transformed them into watercolors.She has brought Azad Kashmir to Lahore through her paintings. The exhibition showcased 40 paintings of Muntehaa which were highly appreciated and viewed by a large number of artists and art lovers. The exhibition will remain continue till March 7.

Retired captain seeks permission to take part in war

LAHORE: A serving additional district & sessions judge being a retired captain Amer Habib has sought permission from the Lahore High Court and army chief for participation in ongoing Indo-Pak war.In a letter written to COAS and registrar of the LHC, Amer who is currently posted in Ahmadpur Sial (Jhang) said he had served Pakistan army as captain in 833 Mujahid Medium Regiment, AJK. “At this time of necessity, I want to serve the nation on dual cause and want embrace Shahadat while serving at the border,” said the judicial officer adding that, therefore, it is humbly requested that permission in this regard may please be accorded,” the letter concluded.inspection of high-risers ordered: The Lahore High Court has directed the Punjab Urban Development and Public Health Engineering Department secretary and all eight development authorities in the province to conduct inspection of all multi-storey buildings in their jurisdictions to ensure provision of ramps, special toilets and other facilities for special persons. Justice Farrukh Irfan Khan was hearing a public interest petition moved by a Lahore based special person and lawyer, Sana Khurshid, seeking implementation of buildings laws for provision of the ramps, lifts and special toilets at the commercial and public buildings for special persons.The petitioner’s counsel, Shaffaf Shahid Latif, contended before the court that despite previous directions issued by the court in practical terms nothing had been done to implement the regulations. She argued that the building plans/structure designs were being approved without taking into consideration the regulations. The judge adjourned further hearing till March 15 and sought the same reports from the provincial government and development authorities of Rawalpindi, Multan, Gujranwala, Faisalabad and Sargodha.

Karachi's women artists explore conscience through their art

Paintings seemed to be the best way to explain the perceptions, self-awareness by the four women artists in a group exhibition at Artscene Gallery in Karachi who also use their art to share their profound and philosophical understanding of life through their creations expressing their emotions, through figures and forms.Depicting abstract, figurative art and landscapes the artworks touched the basic theme of consciousness both social consciousness and self- consciousness.They took their inspirations from direct observations of the society and therefore invited a mood of pure contemplation in a viewer. Sharing happy and sad moments they expressed their emotions and thoughts through various colours and forms. Almost all the paintings were in bright hues exuding refreshing energy while every artwork was inventive with some depicting symbolic expressions.Hafsa Shaikh made viewers look out of a window blurred by rain drops giving her paintings a new style. In a way she pointed how reality becomes amorphous when seen through the other’s perspectives. This is the same case when facts are not clear, people become confused and make up their own conclusions that differ from reality. ImranaMoreover, Maham Siddiqui’s artworks talked about the hidden meanings of words as she painted bundles of old newspapers both English and Urdu to show that words written are considered as document apart being right or wrong. Maham Siddiqui Maham SiddiquiWhen put together they are just a bundle of newspaper but they contain thousands of stories from around the world as well as local news that now becomes the past thus the newspapers have secret and invisible intentions which must be understood. According to her work the life of a woman is divided into various stages as she passes through different emotions and feelings during her lifetime and wants to express her thoughts and ideas too. Need for dialogue

There are hopes that the skies over Pakistan and India will assume a calmer shade of blue as talk of de-escalation comes in from Pakistan, whose leaders have shown more awareness that war is simply not an option between the two nuclear-armed neighbours. On Wednesday, after Pakistan shot down two Indian fighter jets – and took into custody one Indian airforce pilot – while operating from its own side of the LoC, the DG ISPR and Prime Minister Imran Khan both made a call for talks to take over and war rhetoric to be shelved. In a rational and measured presser, DG ISPR Major-Gen Asif Ghafoor made it clear Pakistan had before it no option but to respond following the Indian invasion of its airspace on Tuesday, while also reiterating that war is no solution to any problem. And PM Imran Khan, in a speech which we hope heralds the return to the realm of good sense in the region, once again made a call to India to join Pakistan in dialogue instead of opting for war and conflict.We hope that there will be reciprocation from across the border. External Affairs Minister Sushma Swaraj has indicated that her country may be willing to walk down this path, stating that de-escalation is desirable. We must hope others in India agree. This is especially true of the Indian media, which remains in ‘war hype’ mode, churning out rhetoric and jingoism at a higher and higher pitch. At this moment, no one should be hoping for war. The potential loss of life and damage is unfathomable, especially for two countries still struggling to overcome poverty, deprivation and economic instability.Now is the time for the voices of reason in both India and Pakistan to speak out louder. It has also been heartening to see Pakistan first rescue the Indian pilot from an angry mob and then treat him in line with international conventions. As Prime Minister Imran Khan mentioned, it is also time for the international community to play a role, urge India to enter into dialogue and also remind it of the problem which has brought Pakistan and India face to face on at least four different occasions since 1947. China has reiterated restraint and dialogue, while US Secretary of State Pompeo too has urged ‘direct communication’ between the two countries. We hope India listens to these words of caution from all sides.We must also remember that the future of Kashmir is the key to this region’s peace. Any decision must be made according to the will of the Kashmiri people. This is a promise made to them by the international community, and the reason why they are willing to fight on decade after decade for their rights. Leaders, both military and civilian, appear to be accepting that war is not the answer. The answer can then only be found through a process of dialogue, discussion and a willingness to engage openly with each other and end the injustice experienced by too many people in Kashmir for too long.

Refugee accounts

Despite the failure to push forward the proposal to grant citizenship to Afghan refugees, the PTI government has taken the positive step of allowing registered Afghan refugees in Pakistan to open bank accounts in the country. Prime Minister Imran Khan announced the move via Twitter a few days back and confirmed that he had issued clear instructions to authorities to allow registered Afghan refugees to participate in the formal economy. This is part of the steps that the government has taken to curb money laundering. One must agree with the PM when he admitted that this step should have been taken long ago.Afghan refugees have been living in Pakistan for almost four decades. The over two million refugees have been forced to remain part of the informal economy, which has been part of the reason why so much fear has been projected onto their cash flows. While it would have been better for PM Khan to push through the citizenship proposal, this too is a much-needed step that can reduce the trust deficit and begin to incorporate Afghan refugees into the country’s formal economy.This step should be the first of many that lead to a larger incorporation of refugees into Pakistani society. The fact is that the attempts to repatriate refugees to their home countries will not be 100 percent successful. Bangladeshi and Afghan refugees have been living in Pakistan for decades and developed settled lives here. It would only make sense for them to be allowed to partake in the formal economy and formal politics in the country. PM Khan had showed the right intention when he proposed to push through the process of citizenship for the children of refugees one month after taking office. More than Afghan refugees, it is clearer in the case of refugees from Bangladesh that the question of return is not on the cards at all.In such a situation, it is important to push through changes that open up our narrow ideas of citizenship. Why can Pakistan not give citizenship to people who have been forced to live most of their lives on Pakistani soil and have integrated into its culture and society? The PTI government has been constrained by parts of the opposition from taking the initiative, but it has done well to take an important step by allowing refugees to open bank accounts. This will be the first step towards integrating refugees in Pakistani society.

Creating an anti-extremism culture

As the Financial Action Task Force has also emphasised, the world is indeed concerned about militant organisations in Pakistan. And it is to the Pakistani people that they present the biggest threat of all.Since 2002, when actions against terrorism gained greater pace, Pakistan has lost thousands of lives to terrorists. The toll we have taken is far higher than that of any other country – including India and the US. It is for this reason that Pakistan needs to deal with militancy: not because anyone else in the world demands it or threatens to oust it by force, but because the people of Pakistan would benefit enormously if all forms of extremism could be eradicated.This applies not specifically only to militant groups but also to the manner in which people think and the degree to which such messages are spread. They most often threaten not anyone based beyond Pakistan’s borders but groups within the country itself. Minority sects, minority groups and women have all felt the dangerous impact of this.The hatred is visible on messages left over social media and at other forums. It is quite obvious that while only a small minority actually participates in the physical activity of any organised group, a far larger number may hold views that are biased against specific people within the country itself. It is for this reason that Pakistan needs to deal with the problem and by doing so, ensure that its own people are safe.For a moment, we need to ignore the FATF, New Delhi or voices raised from Washington. Instead, we need to look inwards at ourselves and at the real problems, identified by all political parties when they devised the National Action Plan in January 2015, in the wake of the terrible killings at the Army Public School in Peshawar. No other nation has had to deal with scenes quite as terrible as those witnessed at the school, where so many helpless pupils were mowed down. While NAP itself has been only partially implemented, many in powerful positions have since then upheld the argument that hatred and the forces that deprive it must be removed from Pakistan to allow its people greater harmony and safer lives.Pakistan then has more motive than any other nation to act against extremism itself. It also has the experience to do so. It has seen since the 1980s how extremism and the sectarianism that comes with it can quickly expand its grasp over people and result in a cycle of death and killings. The emergence of new groups putting forward hatred only adds to the violence. The arrest of leaders of the Tehreek-e-Labbaik Pakistan indicates a move in the right direction. More such measures need to follow. More than arrests, it is wiping out the culture that underlies such extremist behaviour that will be the hardest task of all. If the environment in which extremism and hatred thrive can be altered, then we would have moved a very long way forward in controlling the problem and eventually eradicating it from everywhere in the country. We are already aware of the need to do so.The tedious task of pulling out the roots of hatred, one by one, like a weed that has worked its way into a garden, slowly taking over more and more space, must be begun. Removing it is a slow task, but it is one that will have to be performed if anything resembling true change is to come.We must consider how this can be achieved as quickly and effectively as possible. The electronic media has already exerted a hold on the minds of people everywhere. It must play a part. As the first step, any material that promotes extremism must not be broadcast. This falls in line with the laws against hatred already in place. TV dramas, talk shows and other programmes must in fact send out a message promoting the ideas of tolerance and respect for different beliefs and opinions. We badly need such tolerance if our country is to become a harmonious place to live in.But of course the media alone cannot perform magic. Textbooks and other materials will need to be utilised as well. One step that can be taken is to promote a culture in which the arts, including reading, music, theatre, dance and other forms of quality entertainment can flourish. These have been largely pushed aside with guns and harsh rhetoric used as a weapon against others who hold different views used far too frequently and far too vehemently. Books alone make huge differences in the lives of people. They encourage thought, discourse and debate. By taking them away from lives, we have done a huge disservice to our people.The critical thinking that the study of the humanities brings with it needs to be brought back. The notion that science is somehow superior to humanities is now deeply rooted across our educational system and in other places. This too needs to be removed so that more young people learn to take up books, to ponder over cultural events, to debate and discuss them without resorting to heated argument or arms, and by doing so to learn facts that they may not have been familiar with before.Creating this culture is in itself critical to removing extremism. At the current time, too many people repeat phrases and slogans they have heard like a kind of mantra, without attaching to it any thinking or any introspection. This is sad; it resembles the kind of environment within which fascism thrives. It is vital that we break the chain which creates this. We have become unaccustomed to hearing new ideas or accepting change.The ‘West’ is consistently labeled as bad, without recognising that while much good lies in the ‘East’ and often goes unappreciated, the West too is not necessarily entirely evil. A broader sense of the world we live in has to be built. This can only happen in small steps. But it needs to happen if we are to break through the stifling atmosphere within which hatred, bigotry and bias can so easily grow.We must also examine other factors which have led to groups which promote violence growing in number and strength. Unemployment or the sense of purposelessness among young people is a part of the phenomenon. When young men and young women have nowhere else to turn, a gun offers them some direction and some sense of power. In today’s highly technological world, with extremist groups using technology expertly, so does a computer and the functions it can perform.When organisations arm persons with these, they can have a quick impact on drawing them into a tight circle within which they feel a sense of belonging and can be indoctrinated to think in a specific way. We have seen this happen everywhere in the world. It is certainly happening at home. The rights of the Pakistani child

The United Nations General Assembly (UNGA) in September this year is commemorating the 30th Anniversary of the ‘Convention on the Rights of the Child’ (CRC) adopted by UN on November 20, 1989.Pakistan ratified this convention in 1990. The CRC is a human rights treaty, which sets out the civil, political, economic, health and cultural rights of children. Some important news linked with this historic commemoration is that Pakistan’s Permanent Representative to the United Nations Dr Maleeha Lodhi has been selected by the senior leadership of the UNGA to help organise a high-level meeting of the UN General Assembly on the occasion.The question that looms large is what Pakistan will present on the CRC’s 30 years of performance. The current situation of child rights in Pakistan and statistics on their deprivation, malnutrition, neglect and abuse are alarming.The historic CRC is considered comprehensive as it encompasses all the fundamental rights of children. By signing this convention, Pakistan committed to take legislative, administrative, social, and educational measures to protect and fulfill the rights of all children born or living in its territory. The rights enshrined in the convention cover health, nutrition, education, physical and mental development, freedom of expression, right to play, leisure and rest, as well as protection against economic exploitation (child labour), discrimination, violence, and all forms of abuse.It is a matter of grave concern that Pakistan has been placed at the low position of 154th out of 182 countries in the global ranking on child rights, lower than Iran (100), Bangladesh (113), India (120), Sri Lanka (129), Myanmar (130), and even Nepal (139). This global index is predominantly based on indicators relating to health, education and protection of children in these countries.UN observations on the fifth periodic report of Pakistan on the implementation of the CRC revealed dissatisfaction of the international community on our slow progress. The concluding observations of UN Committee on the CRC exposed numerous delinquencies on Pakistan’s part — ranging from the inability of the state to legislate in favour of children, barriers to enforcement of child laws and weak coordination among stakeholders. The UN committee has also referred to the poor financing of interventions related to child welfare by the government as well as negligence and corruption of local level government officials to check child labour and child abuse.A number of ground realities support the critical observations of the UN committee on our failure to legislate and implement laws relating to child rights. Since 1990, after signing the CRC, we have not been able to establish a national commission on child rights. In September 2017, parliament passed a law which allowed the establishment of a ‘National Commission on the Rights of Child’ but no concrete steps have been taken in this regard to date.The rape and barbarous murder of six-year-old Zainab Ansari of Kasur (Punjab) during January 2018 prompted parliament to pass the Islamabad Capital Territory Child Protection Act in May 2018. This law provided the creation of a ‘Child Protection Advisory Board’ and establishment of Child Protection Institutions (CPIs) with the aim to assess issues and needs of child protection and to develop childcare plans etc.The establishment of ‘a Child Protection Advisory Board’ should have been the first step in this direction. Surprisingly, even after a lapse of eight months, the government machinery has failed to create this board. According to the NGO, Sahil, the cases of sexual abuse of children in Pakistan have increased from nine per day in 2017 to 12 cases per day during 2018. Major categories of child abuse include abduction, sodomy, and rape. Data in Sahil’s report indicates that children between the age of 6 and 15 years are most vulnerable to abuse.With regard to child labour, Unicef (2017) reports that 16 percent Pakistani children between the age of 5 and 17 years are engaged in child labour. The worst to suffer are domestic child workers – who suffer abuse at the hands of their employers, at time resulting in their deaths. The recent ‘horrific murder’ of sixteen-year-old Uzma at the hands of her employers in Lahore is one of many examples.With respect to the education and health indicators for children, we are lagging behind many other developing countries of the sub region. Although education is the right of every child, yet 22-30 million children between the age of 5 and16 years are out of school. How can we claim to be supporters of child rights with such a huge number of children deprived of their basic fundamental right?Pakistan has also ratified the UN Convention on Right of Persons with Disabilities (CRPD) in 2011, ensuring provision of inclusive education to children with disabilities as well. But in reality, less than five percent children with mild disabilities are presently enrolled in schools. The under-five child mortality rate of 74 deaths per 1,000 births in Pakistan is higher than other neighboring countries like Sri Lanka (9), India (39), Bangladesh (32), and Iran (13) only.The UN Committee on the CRC has pointed out that 35 percent deaths of children under five years of age in Pakistan are attributed primarily to the lack of access to safe drinking water and malnutrition etc. The deplorable deaths of hundreds of children every year in neglected district of Tharparkar due to malnutrition are tragic. In global ranking of stunting prevalence, Pakistan has been placed at 9th highest position out of 153 countries. All this data speaks of the severe neglect of children by the policymakers of Pakistan.The National Commission on the Child Rights Act 2017, which was to be constituted immediately with a secretariat and a Child Rights Fund, should be created without any delay. Similarly; the different laws related to child issues passed by the provinces: the Punjab Destitute & Neglected Children Act 2004, Punjab Restriction on Employment of Children ACT 2016, Punjab Domestic Workers Act 2019, Sindh Child Protection Authority Act 2011, Balochistan Child Protection Act 2016, and KP Child Protection & Welfare Act, 2010 should also be enforced. There is a need for strict monitoring and punishment if these laws are violated. There is also a need to draft new laws and lobby for their passage.We have continuously and collectively failed in fulfilling our obligations towards the children of Pakistan. Most children are deprived of their rights as citizens of Pakistan and an alarming number of them are falling victim to harmful practices every year, causing countless child rights violations. No time for peace?

Something considered remotely possible only a few days back is already here. India acted first, by brazenly violating Pakistan’s airspace and claiming death and destruction in a fictional terror camp.India went on to boast about its aggression, thereby provoking Pakistan to retaliate. The PAF’s riposte came the very next day, resulting in the shooting of two enemy fighter planes. Alarmed by these developments, the international community has appealed to both the countries to work for de-escalation and avoid a bigger conflict.It remains to be seen whether these appeals will be heeded, especially in India where Narendra Modi is focused on heightening tensions with Pakistan to secure another five-year term. The latest state elections and Lok Sabha by-polls show that Modi is losing popularity as the general elections come closer. As the clock ticks, Modi’s body language is that of a worried man.Ever since the BJP rose to power in 2014, it has relentlessly pursued policies of hate and intimidation toward Pakistan. This was linked to a larger agenda of hatred for the Muslims in India in general and for those in Kashmir in particular. Acting more like some foreign rulers, Narendra Modi and his associates aimed at dividing the Indian people on the lines of caste and creed. Although they called it Hindutva, a large segment was left on the margins because of issues of low and high castes in India.Muslims, whether descendants of the invading armies or those who may have converted to Islam, became the primary target of (Hindu) purification. Kashmiri Muslims would soon come to bear the brunt of Hindutva wrath as they rejected Indian occupation and struggled for freedom. In short, Muslims in general, and Kashmiris in particular, were to be sorted out. And of course Pakistan, which is a big thorn in India’s hold of the Subcontinent and which supports the Kashmiri cause, had to be shunned bilaterally and isolated internationally.As time passed, the BJP’s tactics for Kashmir became more draconian. The Kashmiri Muslims were subdued by all means of repression and coercion. Equally worrying are the efforts to change Article 370 of India’s constitution, which grants a special autonomous status to Jammu and Kashmir, and Article 35-A, which restricts non-Kashmiris’ right to property in the disputed territory. The BJP muscled its way into the coalition led by Mehbooba Mufti in Indian-held Kashmir but brought it down to impose governor’s rule when her party rejected the constitutional amendments proposed by the BJP leadership.The Indian security forces were given the licence to kill, maim and rape at will, leading to greater alienation from India with more young Kashmiris embracing resistance to the occupation. Sane voices within India called upon the Modi government to stop this madness but to no avail. A report by the UN testified to the gross violations of human rights in the occupied territory.The BJP’s strategists believe that a hard-line approach towards Kashmir and repression of minorities in India will lock the Hindu vote for them in the coming election. To be doubly sure, tensions with Pakistan must be kept high – and what better way of doing that than holding Pakistan responsible for terrorism in Kashmir? The attack on Indian security personnel in Pulwama was immediately attributed to the JeM in Pakistan without proof.Measures like recalling India’s high commissioner from Islamabad, revoking Pakistan’s MFN status, and favourable statements obtained from Washington and Kabul pointed to a choreography prepared in advance. If Pakistan was no longer the ‘epicenter’ of terrorism, it was blamed for being its ‘nerve centre’. Official India and its media partners fulminate over how to punish Pakistan and isolate it in regional and global forums. Sporting and cultural links are further reduced as hate-mongering assumes a higher pitch.Not everyone is fooled. Listen to Mehbooba Mufti, Farooq Abdullah, Rahul Gandhi or Yashwant Sinha to feel the level of despondency prevailing from Srinagar to New Delhi. And watch Modi’s response of mass arrests and sending ten thousand more security forces to a Kashmir that is already the world’s most militarised area. Unnamed Indian officials warn the Kashmiri Muslims of greater brutalisation.In an opinion column in ‘The Indian Express’, Pratap Bhanu Mehta wrote that the situation represented a victory for Pakistan because “the radicalization in Kashmir is real and the alienation pervasive…in the last five years we made the situation in Kashmir far worse…the fragile and uncertain gains in Kashmir of the Atal Behari Vajpayee and Manmohan Singh years have been squandered away in an illusory bravado”. He added that “the chest thumping Indian politicians can seldom win peace”.Peace is not a priority for the BJP or its RSS minders. Calls from the international community and appeals from sane voices within India have failed to move the BJP/RSS planners who firmly believe that communalism and anti-Pakistan war hysteria can lead to another electoral victory. It was not surprising that, rather than expressing grief and looking into intelligence failures, New Delhi launched another round of propaganda war against Pakistan.There is a crucial question to reflect upon. Can Modi afford to bring down tensions with Pakistan in the run-up to the election, and expose himself to be judged on his government’s performance alone? Events of the past few days reveal his plan to whip up war hysteria and even take limited aggressive actions against Pakistan. A swift response by the PAF shows that Pakistan will unreservedly exercise its right to retaliate as cautioned by Pakistan’s political and military leadership. Being the bigger power, India is in the habit of spurning Pakistan’s offers of negotiations; so Prime Minister Imran Khan’s call for restraint and dialogue may not get traction across the border.Email: saeed.saeedk@gmail.com

Our true ambassadors

Overseas Pakistanis are a part of Pakistan’s future. While our predecessors have rhetorically talked about the significance of overseas Pakistanis, no concrete measures were taken in this regard.As a result, the true potential of overseas Pakistanis in facilitating the processes of development in Pakistan has not been fully tapped. The current PTI government under the leadership of Prime Minister Imran Khan is cognizant of this fact and wants to redress it by developing a robust partnership with overseas Pakistanis for the development of Pakistan.The significance of overseas Pakistanis cannot be overstated in terms of their contributions towards Pakistan’s economy. Due to corruption and epic failures in the realm of economic policies and governance by previous governments, Pakistan’s economy witnessed record high current account and budget deficits. Exports witnessed a sharp decline under the PML-N government. This has put a severe pressure on our balance of payments. Time and again, overseas Pakistanis have rescued Pakistan’s economy by pumping in necessary foreign exchange reserves through remittances. In other words, remittances are necessary to Pakistan’s economic stability.This is why, as soon as Prime Minister Imran Khan assumed office, he gave directions to all concerned departments to facilitate overseas Pakistanis and address their problems. The Ministry of Overseas Pakistanis and Human Resource Development set up a first of its kind complaint cell, ‘Call Sarzameen’, for overseas Pakistanis to efficiently redress their concerns. The response has been great so far; the ministry has successfully processed 80 percent of the complaints it has received.Similarly, in collaboration with the State Bank of Pakistan, the Ministry of Finance and the Ministry of Overseas and Human Resource Development, the government has launched a programme called the Pakistan Remittance Initiative (PRI). The idea behind the PRI is to facilitate and incentivise overseas Pakistanis to use official channels for remittances. This has been well received by overseas Pakistanis and I am glad to report that due to the concerted efforts of the PTI government, remittances from the US and the UK have witnessed increases of 33 percent and 23 percent, respectively.Overall, there has been an increase of 12.2 percent in remittances since PM Khan assumed office. This is a remarkable achievement, especially given the fact that the global economy is experiencing a slowdown. The tremendous growth in remittances is a vote of confidence from the overseas Pakistanis that they are upbeat and optimistic that Pakistan is undergoing a positive turnaround under the leadership of PM Khan.PM Khan launched the Pakistan Banao Certificate (PBC), a diaspora bond for overseas Pakistanis. This is not only going to generate much-needed foreign exchange reserves to ease the balance of payments crisis, but it is also going to make overseas Pakistanis active stakeholders and partners in Pakistan’s economy. An official online portal has been launched to facilitate overseas Pakistanis to invest in the PBC. The return on the PBC is up to 6.75 percent per year; this is a lucrative rate, especially given the fact that purchasing these bonds is tantamount to investing in a better future for Pakistan.Pakistan has a youth bulge, which is our strength. Our young people are full of innovative ideas. In order to fully tap the potential of our youth, PM Khan believes that Pakistan needs to become an economic powerhouse and a knowledge-economy hub in South Asia. Overseas Pakistanis have a big role to play in making Pakistan a dynamic knowledge-economy. There are highly qualified Pakistani scientists, engineers, IT experts, academics, and entrepreneurs around the world. I request these expats to consider giving back to their homeland. The Ministry of Overseas Pakistanis and Human Resource Development (MOPHDR) will do its best to facilitate expats to build a strong foundation of a 21st century knowledge-economy in Pakistan.Overseas Pakistanis are the true ambassadors of Pakistan; they can help in projecting a positive and pluralistic image of Pakistan around the world. Previous governments did not pay attention on projecting a true image of the country; as a result, our adversaries have exploited this and have painted a negative image of Pakistan in the global community. The people of Pakistan wish for peaceful, democratic and prosperous lives like all civilised nations of the world. Ours is a pluralistic country where people from different faiths, ethnicities and background live in harmony and peace. Overseas Pakistanis reflect these values of Pakistan around the world.Our cultural heritage is rich and diverse, and we need to actively promote this around the world. The role of overseas Pakistanis is going to be central in this because they have access to places where our embassies or foreign delegations cannot reach. Thus, I encourage overseas Pakistanis – especially in the Western world – to actively engage with their non-Pakistani friends and colleagues and educate them about the pluralistic and diverse cultural heritage of Pakistan; the PTI government is going to provide them full facilitation in this.PM Khan envisions Pakistan as the hub of tourism in the South Asia, a country that offers natural, cultural, historical and religious tourism. Pakistan has one of the world’s most gifted topography with gorgeous scenery. Most importantly, Pakistan is a very safe country with low crime rates. Not to mention, in comparison to other tourist destinations, Pakistan is much more affordable.This is the time to explore Pakistan. To facilitate tourism, the PTI government has launched an e-visa policy for over 150 countries and the people of Pakistan are ready to welcome tourists from across the world. I encourage overseas Pakistanis to tell their non-Pakistani friends and colleagues to consider Pakistan as a potential tourist destination. In fact, invite them to come alongside you during your next holiday/visit to Pakistan.The PTI government inherited a crumbling economy, but due to the untiring efforts of PM Khan, it is stable now. Furthermore, PM Khan has reenergised Pakistan’s geo-strategic and economic stature in the region. The Chagos Islands

There are times when one tragedy tells us how a whole system works behind its democratic facade and helps us understand how much of the world is run for the benefit of the powerful and how governments often justify their actions with lies.In the late 1960s and early 1970s, the British government of Harold Wilson expelled the population of the Chagos Islands, a British colony in the Indian Ocean, to make way for an American military base on Diego Garcia, the largest island. In high secrecy, the Americans offered the British payment for the islands in the form of a discount on the Polaris nuclear submarine system.The truth of this conspiracy did not emerge for another 20 years when secret official files were unearthed at the Public Record Office in London by lawyers acting for the former inhabitants of the coral archipelago. Historian Mark Curtis described the enforced depopulation in Web of Deceit, his 2003 book about Britain’s post-war foreign policy.The British media all but ignored it; the Washington Post called it a “mass kidnapping”.I first heard of the plight of the Chagossians in 1982, during the Falklands War. Britain had sent a fleet to the aid of 2,000 Falkland Islanders at the other end of the world while another 2,000 British citizens from islands in the Indian Ocean had been expelled by British governments and hardly anyone knew.The difference was that the Falkland Islanders were white and the Chagossians were black and, crucially, the United States wanted the Chagos Islands - especially Diego Garcia - as a major military base from which to command the Indian Ocean.The Chagos was a natural paradise. The 1,500 islanders were self-sufficient with an abundance of natural produce, and there was no extreme weather. There were thriving villages, a school, a hospital, a church, a railway and an undisturbed way of life - until the secret 1961 Anglo-American survey of Diego Garcia led to the expulsion of the entire population.The expulsions began in 1965. People were herded into the hold of a rusting ship, the women and children forced to sleep on a cargo of bird fertiliser. They were dumped in the Seychelles, where they were held in prison cells, and then shipped onto Mauritius, where they were taken to a derelict housing estate with no water or electricity.Twenty-six families died there in brutal poverty, nine individuals committed suicide, and girls were forced into prostitution to survive.I interviewed many of them. One woman recalled how she and her husband took their baby to Mauritius for medical treatment and were told they could not return to their island. The shock was so great that her husband suffered a stroke and died. Others described how the British and Americans gassed their dogs - beloved pets to the islanders - as an inducement to pack up and leave. Lizette Talate told me how her children had “died of sadness”. She herself has since died.The depopulation of the archipelago was completed within 10 years and Diego Garcia became home to one of the biggest US bases, with more than 2,000 troops, two bomber runways, 30 warships, facilities for nuclear-armed submarines and a satellite spy station. Iraq and Afghanistan were bombed from the former paradise. Following 9/11, people were ‘rendered’ there and tortured.After demonstrating on the streets of Mauritius in 1982, the exiles were given the derisory compensation of less than 3,000 British pounds each by the British government. When declassified British Foreign Office files were discovered, the full sordid story was laid bare.One file was titled Maintaining the Fiction and instructed British officials to lie that the islanders were itinerant workers, not a stable indigenous population. Kashmir and freedom

There are events that define the future course of history. Mangal Pandey, a sepoy in the 34th Regiment of the Bengal Native Infantry of the East India Company, is remembered in Indian history as a hero and the first Indian sepoy to attack his British officers. He was captured and hanged on April 8, 1857.India treats Madan Lal Dhingra as another icon and the first revolutionary of the Indian freedom movement. As a student in England, he assassinated Sir William Hutt Curzon Wyllie with four bullets to his face. Captured attempting suicide, he spoke at his trial about “the terrible oppression and horrible atrocities committed in India; the killing of Indians and the outraging of our women”.His last words at the gallows on Aug 17, 1909 were: “A nation held down by foreign bayonets is in a perpetual state of war.... The only lesson required in India is to learn how to die, and the only way to teach it is by dying ourselves.”These are only two of the many who took up arms or urged taking up arms against the British occupiers. They are revered by India as iconic freedom fighters; to the British they were rebels and traitors.Today, Indian crimes, documented by international agencies, find a convenient scapegoat in Pakistan; a country which itself has borne the brunt of terrorism perpetrated and abetted also by India. Today, Gen Bipin Rawat gives vent to the occupier mindset by saying: “In fact, I wish these people (Kashmiris), instead of throwing stones at us, were firing weapons at us. Then I would have been happy. Then I could do what I want to do”.Irrespective of what Kashmiris do, the brutal Indian occupation has seen the martyrdom of millions of Kashmiris, rape of minor girls, and the young and old, maiming and blinding of thousands by pellet guns, arson and internments under draconian laws. Can one expect anything but anger and militancy from young Kashmiris who see the world oblivious to the horrendous genocide and to brutalities of such dastardly proportions?Ronald Reagan feted a group of Afghan mujahideen at the White House in 1985 and gushed over them as “the moral equivalent of America’s founding fathers”. This at a time when Nelson Mandela, incarcerated as prisoner number 466/64 in a cell at Robben Island for standing up to the apartheid regime, was labeled a “terrorist” by the Pentagon’s official watch list. Taliban leader Mullah Baradar, once incarcerated and deemed a terrorist, was released recently on American request. He now sits across the table, heading Taliban negotiations with a desperate Washington seeking exit from Afghanistan after seventeen ruinous years of a war that took millions of lives and cost trillions of dollars.India, bent upon suppressing the Kashmiri yearning for Azaadi should ponder as to how a land known as Pir Waer (land of sufis and saints) and Amir Khusro’s ‘Firdaus bar roy e zamin’ (paradise on earth) has morphed into an inferno and how hands that wove the fabled and delicate Shahtoosh and Pashmina have come to hold slings and guns, and drive explosives-laden vehicles.Kashmiris follow the path taught by the examples of aspiration for freedom in Indian history, and at times choose death to remain free. Today, every single Kashmiri is ready to sacrifice his life to be free. Jimmy Khan releases ‘Pyar Naal’ with a music video

In between making a cameo appearance in the upcoming Asim Raza film, Parey Hut Love and playing a Salt Arts show in Karachi recently, Jimmy Khan has released his rendition of ‘Pyar Naal’ – making it the third release from his folk EP Tich Button.Writing about the song on his Facebook page, Jimmy noted, “It is one of our most well received and popular folk renditions titled ‘Pyar Naal Na Sahi’. An original folk tune by one of my heroes and one of the greatest lovers of all time, Attaullah Esakhelvi, lovingly known as Lala.”Performed by The Jimmy Khan Band, the song is accompanied with a music video and even as it features the whole band, the video carries a completely different flavour. The monochrome video features a rendition from Khan, joined by the band, from his heart and it’s very beautiful. The playfulness of the other songs featured on the EP such as ‘Nikka Mota Bajra’ and ‘Tich Button Di Jori’ have been left behind and it fits the feel of the song. Writing about the importance of this reverent folk song, Khan further noted on his Facebook page: “This song celebrates love and devotion to a degree that seems more fictitious than anything in the world today,” wrote Khan. “The words are dreamy and evoke a sense of obsessive passion one can have for their loved one. One can’t say it doesn’t exist but it’s definitely hard to find. The conviction in Lala’s voice when I first heard this song resonated with me so strongly I sing it at every opportunity I get and is now a recognized number in the band’s set. Humbled and honored to have Lala’s blessings for this rendition and very happy to finally put this live version out. Hope you all enjoy this.”Jimmy Khan and his band have certainly hit the mark. Both the video, directed by Ahsan Ali, and the song, produced by Zain Ahsan, is a worthy treasure in a sea of covers.

Pakistani artists take anti-war stand

Plato once said, “Only the dead know the end of war.” But the world has yet to learn the meaning of those words.In recent days, in the wake of the horrifying Pulwama attack and heightened tension between Pakistan and India with reports of attacks from both sides making headlines, it is a perilous time. As tension remains high, it is disappointing to see Indian artists such as Ajay Devgn, to quote just one example, war mongering and speaking of war as a desirable option. However, even in these times, perhaps the one silver lining is that a number of high profile Pakistani artists – if not all - have taken an anti-war stand, a move that is courageous and necessary. When author Fatima Bhutto tweeted, “There is nothing uglier than people cheering for war,” Mahira Khan, one of Pakistan’s most prolific stars, retweeted it to her 1.72 million followers and added: “Nothing uglier. Nothing more ignorant than cheering for war. May sense prevail. Pakistan Zindabad.”Actress Mawra Hocane began her tweet by quoting Christopher Holiday, who said ‘There can be no winners in war if we value human life at all.’ In the same tweet, Mawra further noted, “It’s time we understand as humans. The media needs to take charge and stop being provocative. It’s our duty to inculcate peace and use our words for better and not worse. Praying for peace always!” Similarly, one of Pakistan’s biggest actors and host Fahad Mustafa noted on his Twitter handle: “War does not determine who is right… only who is left. Say no to war.”There are artists like Shaan Shahid, for instance, who seem to be on the wrong side of this delicate issue as his social media indicates. But at least some celebrities are promoting the right message that war is not the answer.
