FBR extends date of filing income tax returns till Oct 31

ISLAMABAD: The Federal Board of Revenue (FBR) has granted one month extension in the deadline for filing of income tax returns.According to the notification issued by the FBR on Monday night, the FBR has extended deadline up to October 31, 2019 for filing of income tax returns for individual and association of persons.The companies which were requested to file returns of total income/statements of final taxation for tax year 2019 which were due on September 30 but failed to file their income tax returns/statements, though have paid ninety five percent of admitted tax liability are hereby allowed to file their returns by October 31, 2019.

Judge video scandal case: Court expresses anger over not presenting complete challan

ISLAMABAD: The Anti-Electronic Crime Court, Islamabad expressed strong anger at Federal Investigation Agency (FIA) and the prosecution team for not presenting complete challan in the judge video scandal case despite clear court orders.The Anti-Electronic Crime Court (AECC) heard the judge video scandal case where the FIA could not present a complete challan. At this the court expressed strong dismay at DG FIA and prosecution team and ordered sending a copy of the court orders to the secretary Establishment and secretary Interior. The court in its remarks said the Supreme Court of Pakistan had clearly ordered that high court alone has the power to take action against any institution for not following the court orders. At this the director legal of FIA Tahir Mahmood told the court that the new prosecutor had assumed his responsibilities just a day before and could not appear before the court. Later the court ordered the FIA to present a complete challan of the case at all cost and adjourned the hearing till October 7.

Indian army, air force chiefs threaten Pakistan: Red line drawnabout future course of action, says Gen Bipin

NEW DELHI: Indian Army chief General Bipin Rawat has said that Pakistan has reactivated the Balakot terror facility but it would not allow Islamabad to vitiate the atmosphere in Indian Occupied Kashmir (IOK) any longer.During an interview with an Indian media outlet, Gen Bipin said that the Balakot strikes have delivered the message that the Line of Control (LoC) will remain sacrosanct as long as the other side remains quiet and does not vitiate the atmosphere. He alleged that Pakistan controls the terrorists, who act as its proxies. It’s no longer going to be hide and seek. If we have to go across, we will, through the air or the ground route or both. The redline has been very clearly drawn as to what will be the future course of action.He alleged that terror infrastructure in Pakistan was intact, adding “that they kept on saying we don’t support terrorists despite India giving them so much evidence. Now, after August 5 (nullification of Article 370), haven’t they openly said let’s go for jihad in Kashmir. It’s a tacit acceptance of their support to terrorism in J&K. You cannot develop this kind of a machinery to spread terrorism overnight… It was always there. There are terror training camps in Pakistan, though they keep on shifting them. Fighting a proxy war with us is the state policy of Pakistan.”About use of nuclear weapons, he said these are for deterrence. “They are not weapons for war fighting. I find it difficult to comprehend when someone proclaims he will use them for conventional war fighting or if he is attacked. Will the world community ever allow you to use nuclear weapons like this?”About the apprehension that the situation in IOK will explode after the ongoing security clampdown and communication blockade is lifted, Gen Bipin said that a large number of people in the occupied Valley have come to realise that what happened has happened for the good.“There is, of course, another section trying to create propaganda that the rights of Kashmiris have been taken away. If the people analyse carefully, understand the pros and cons, they will find they have gained much more and hardly lost anything. They are still Kashmiris, they are still residents of J&K. They can come to other parts of India and continue to do what they were doing. Kashmiri students are studying in different parts of the country. They have freedom of movement. Similarly, why should people from other parts of India not have freedom of movement and anything else that goes with it?” he saidHe said that Kashmir is not just the Valley. There are people outside the Valley. Only a very small part of the state has been, if at all, affected. They should give peace a chance after what they have seen for the last 30 years. People say situation has become bad. Do they mean the situation in the past 30 years was good? I think the past 30 years were bad and the past two months have been good. What is this clampdown? Has anybody been told to stay confined to his house? Has somebody debarred students from going to schools? Have schools been closed? Have security forces opened fire? As I keep on saying, people are coming out and working in orchards.About detention of thousands of youths in IOK, the Indian army chief said that some people were being detained if they were violating Section 144 (unlawful assembly), throwing stones, indulging in arson, putting up posters to threaten apple growers and others. They were trying to vitiate the atmosphere and disrupt the government’s efforts — like the procurement of apples through Nafed — to ensure people don’t suffer economically. Actually, the clampdown is being forced by the other side, not by the security forces. The security forces are only trying to ensure that people don’t come out in numbers and resort to arson, looting and violence. Many of those detained have been released after being checked by the police.

Ready for Balakot-like strikes: RKS Bhadauria

It will give us an edge over Pakistan and China," Bhadauria told ANI soon after taking over as the 26th chief of the force. Incidentally, Bhadauria was the chairman of the Indian negotiation team for the Rs60,000 crore (PKR1,334 billion) 36 Rafale combat aircraft deal and played a significant role in getting deal cleared. The Rafale deal signed in 2016 is the biggest ever defence deal signed by India.The first Rafale aircraft to be inducted by defence minister Rajnath Singh in France will also have the tail number RB-01 written on it in recognition of the role played by the officer in it.

Two British climbers rescued

ISLAMABAD: A Pakistani mountaineering official says an army helicopter has airlifted two British climbers to safety and that efforts are underway to rescue their three climbing partners stranded on a peak in the north.Karrar Haidri, the Secretary of the Alpine Club of Pakistan, said on Monday that the two climbers were rescued after the five-member British team had an accident at Koyo Zom peak on Sunday. He didn’t elaborate on the nature of the accident.He said the three remaining climbers have been spotted and that a helicopter is trying to reach them. Hundreds of local and foreign climbers scale mountains and peaks in northern Pakistan every year and accidents are common because of avalanches and sudden changes in weather.

PM to attend China-Pakistan Business Forum in Beijing

BEIJING: According to China Council for the Promotion of International Trade, Prime Minister Imran Khan will attend the China Pakistan Business Forum to be held here on October 8. It will be his third visit to China within a year.After sworn in as prime minister Imran Khan paid his first official visit to China and attended the first China International Import Expo held in Shanghai in November 2018. In April 2019, Imran Khan came to China and participated in the Second Belt and Road Forum for International Cooperation (BRF) in Beijing.According to a Pakistani media report, Imran Khan would visit China and meet with Chinese leaders before October 10. China Pakistan Business Forum is jointly organised by China Council for the Promotion of International Trade and Pakistan Embassy in Beijing. The forum aims to promote the two sides economic and trade exchanges.

China promises more scholarships for Pak students

ISLAMABAD: Through a major scholarship programme, all top universities and institutions in China will be open to talented Pakistani students, while the Chinese government will provide 100 smart classrooms and seven agricultural research centers to various universities of Pakistan.This was disclosed by Chinese Ambassador to Pakistan Yao Jing during a five-day training workshop heldby the China-Pakistan Joint Research Centre on Earth Sciences (CPJRC) and Department of Earth Sciences, Quaid-i-Azam University, on “Resource & Environment Scientific Data Sharing and Disaster Risk Reduction Knowledge” here on Monday.The training programme is aimed at providing technical training support for the establishment of a data-sharing network serving the China-Pakistan Economic Corridor. It will also provide software’s, standards services, resource construction, and other technical training.Addressing the inaugural ceremony, the Chinese ambassador said during the tenure of the current government of Pakistan, the China-Pakistan Economic Corridor (CPEC) project has moved to a new stage of broadening the cooperation.He said areas like industry, agricultural and social sector especially education have been included and emphasised in the CPEC Project.“China-Pakistan Joint Research Centre on Earth Sciences (CPJRC) at QAU is a pioneer in the area of educational cooperation. It is solidly funded and well-planned projects by both governments. One reason to invite Manmohan Singh is also because he observes the Sikh faith.Punjab Chief Minister Amarinder Singh has already announced that he will lead an all-party delegation across the border to the historic Gurdwara Darbar Sahib -- final resting place of Sikhism founder Guru Nanak Dev -- on the opening of the Kartarpur Corridor on November 9. Entry into Pakistan for Indian Sikhs is visa free.The delegation that will accompany the chief minister to the historic Gurdwara in Pakistan would comprise all 117 Punjab MLAs, state Lok Sabha and Rajya Sabha MPs, SGPC members, members of the Sant Samaj and representatives of each recognised political party in the state, an official statement said."After consultations, Pakistan has decided to invite Manmohan Singh to the inauguration, who we hold in high regard. He will represent the Sikh community." "On behalf of the government, as the foreign minister of Pakistan, I invite him to attend the inauguration of the Kartarpur Corridor," said Qureshi, adding that the government also intends to send Singh a formal written invitation.The foreign minister also invited Sikh yatrees in his message, saying: "We also await the Sikh yatrees to come and take part in the 550th birth anniversary of Baba Guru Nanak." Pakistan has also agreed to allow 5,000 Sikh pilgrims from India to visit on a daily basis the Gurdwara Darbar Sahib in Narowal through the Kartarpur Corridor.Despite a war-like situation after the Balakot Indian strikes and the recent tensions created by Modi’s decision to amend Article 370 in the Indian Constitution, the one thing that has remained untouched by both sides is commitment to the Kartarpur Corridor.Kartarpur Corridor connects Pakistan’s Narowal city to India’s Gurdaspur district. Kartarpur Sahib Temple is one of the most revered temples for the Sikh community where Guru Nanak spent the last 18 years of his life.Meanwhile at the Foreign Office level two issues remain unresolved. India has demanded that the visa fees should be done away with and that Indian diplomats should be given access to the Gurdwara at all times.Pakistan has asked India to be more flexible to ensure that a draft agreement can be finalised. Pilgrims will be provided Langar and Prasad and the visa fee collected would go into the maintenance of the Corridor.“India needs to show some flexibility as we have taken an unprecedented initiative to reflect our commitment to the minorities”, Foreign Office spokesman had said. “We have agreed on at least 5,000 pilgrims from India but we are open to more. There will be local pilgrims as well as international. We will allow entry to as many as we can under the capacity,” added the spokesman.

ISLAMABAD: In a major reshuffle, Prime Minister Imran Khan on Monday appointed Ambassador Munir Akram as Pakistan’s Permanent Representative to the United Nations in New York in place of Dr Maleeha Lodhi.Akram has already served as Pakistan’s Permanent Representative to the United Nations from 2002-2008 after serving on the similar position to the UN in Geneva from 1995 to 2002.The reshuffle comes soon after the return of Prime Minister Khan from his week-long visit to New York where he addressed the UN General Assembly and strongly highlighted the Kashmir issue and exposed Indian brutalities in the occupied Kashmir, which has been under incessant curfew for the past almost two months.In other transfers and postings in the Ministry of Foreign Affairs (MoFA), Khalil Ahmad Hashmi, presently serving as Director General (UN) at the MoFA, had been appointed as Permanent Representative of Pakistan to the UN in Geneva, according to a Foreign Office statement.Muhammad Aejaz, Additional Secretary (AIT), has been appointed as Ambassador of Pakistan to Hungary.Syed Sajjad Haider, presently serving as Charge d’ Affaires of Pakistan to Pyongyang, has been posted as Ambassador of Pakistan to Kuwait.Imran Ahmad Siddiqui, presently serving as Consul General of Pakistan in Toronto, has been posted as the High Commissioner of Pakistan to Dhaka, Bangladesh.Ahsan KK Wagan, currently serving as Charge d’ Affaires in Niamey, Niger, has been appointed as Ambassador of Pakistan to Muscat, Oman.Major General (retd) Muhammad Saad Khattak has been appointed as the High Commissioner of Pakistan to Sri Lanka.Abdul Hamid has been appointed as Pakistan’s Consul General in Toronto, while Abrar Hussain Hashmi has been appointed as Pakistan’s Consul General in Houston, a MoFA statement said.Meanwhile, Prime Minister Khan had taken a decision regarding a major reshuffle in the cabinet, with former finance minister Asad Umar likely to take charge of the petroleum ministry, sources told Geo News.Around eight to 10 ministers were expected to be a part of the reshuffle, the sources added.

Pakistan beat Sri Lanka in historic Karachi ODI

KARACHI: Pakistan rode on a brilliant century from Babar Azam and fast bowler Usman Shinwari’s five wickets to beat Sri Lanka by 67 runs in the second day-night international on Monday as Karachi staged its first ODI in a decade.Azam, currently one of the best batsmen in limited overs cricket, smashed a solid 105-ball 115 to lift Pakistan to 305-7 after the home team won the toss and batted. Shinwari then knocked off the top-order in figures of 5-51 as the visitors—depleted by the withdrawal of 10 top players who refused to tour over security fears—were bowled out for 238 in 46.5 overs.The win gives Pakistan a 1-0 lead in the three-match series with the first ODI rained off in Karachi on Friday. The third and final match is also set for the same venue on Wednesday.Sri Lanka were down and out at 28-5 before youngsters Shehan Jayasuriya and Dasun Shanaka staged a fightback during their record 177-run stand—an ODI record for this wicket for Sri Lanka.Jayasuriya missed his maiden hundred by four runs while Shanaka notched his highest ODI score of 68, but both fell in the space of three balls to surrender the fight.Jayasuriya hit seven boundaries and a six in his 107-ball knock while Shanaka had six fours and two sixes in his 80 balls. Javid announces plan to raise national living wage to £10.50/hour

LONDON: The national living wage could be raised to £10.50 an hour under plans announced by Chancellor Sajid Javid, as he sought to move the Tory conference on from allegations around Boris Johnson’s personal life.Javid said his “ambitious” proposal — which would also see the age threshold lowered to cover all workers over the age of 21 — would give four million people a pay rise.He said he wanted the national living wage to be raised to match two-thirds of median earnings, which would represent a 95p hourly increase in 2024 compared to the current system.“Over the next five years, we will make the UK one of the first major economies in the world to end low pay altogether,” he said.“To do that, I am setting a new target for the national living wage: raising it to match two-thirds of median earnings. That means, on current forecasts, this ambitious plan will bring the national living wage up to £10.50 — giving four million people a well-earned pay rise.”Only workers aged 25 and over are currently able to receive the national living wage, which is set at £8.21. Those 24 and under receive the minimum wage.But Javid said the government wanted to reward the hard work of millennials and bring down the age threshold to cover all workers over the age of 21.Javid told the conference the government was bringing in a “decade of renewal” after the “decade of recovery” under the last Labour government, and promised an “infrastructure revolution” with investment in roads, buses and broadband.The projects include the M60 Simister Island, dualling the A66 Transpennine and starting work on the A428 between Cambridge and Milton Keynes.He also allocated £500 million to create a new Youth Investment Fund to roll out youth centres and services to help young people “get on the conveyor belt to a better life and career”.And Javid announced plans to bring forward a White Paper on further devolution in England — saying the government wanted to give more local powers to local people “to drive investments in the infrastructure and services they know they need”.A spokesman for the Chancellor said workers would be around £4,000 a year better off as a result of the proposals, but that it would only have a “minor impact” on departments, adding: “We are not particularly worried about it costing jobs.”People aged 23 and over will get the national living wage from 2021, while those aged 21 and over will get it within five years.Shadow chancellor John McDonnell, commenting on the living wage plans, said: “This pathetic attempt at catch-up by the Conservatives will fool nobody.“Labour will introduce £10 as a minimum as soon as we take office and, rising with living costs, it will mean everybody over 16 years of age will be earning comfortably more than £10.50 an hour by 2024.”

PM pledges relief package for AJK’s quake-hit areas

MIRPUR: Prime Minister Imran Khan on Monday expressed his sympathies with victim families of quake-hit areas of Azad Jammu and Kashmir (AJK) and assured the AJK government of the federal government’s complete support in relief and rehabilitation efforts.He assured extending a complete relief package to the quake-hit areas while expressing the resolve for making all possible efforts to generate funds for the purpose.The Prime Minister expressed these views during an in-depth briefing given to him about the losses, relief and rehabilitation efforts in the aftermath of the recent 5.8 magnitude earthquake on September 24, which badly affected parts of Mirpur, AJK, and adjoining Jhelum district.“Kashmiris are our own people,” he said, adding: “We would do whatever we could to help them in these hard times.” Khan said he was much grieved over the tragedy during his stay in New York.On the occasion, Prime Minister AJK Raja Farooq Haider expressed his gratitude to Khan for effectively highlighting the Kashmir issue at United Nations General Assembly session, saying the Premier had raised the voice of Kashmiris at the global forum.Haider said the AJK government had learnt a lot from the 2005’s devastating quake and was making all possible efforts for the relief and rehabilitation activities, and requested for financial support for the purpose. Foreign Minister Shah Mahmood Qureshi, Kashmir Affairs Minister Ali Amin Gandapur, National Disaster Management Authority (NDMA) Chairman Lt-Gen Muhammad Afzal and President Pakistan Tehreek-e-Insaf (Kashmir) Barrister Sultan Mahmood were also present on the occasion.The AJK chief secretary gave a briefing to Prime Minister Khan about the estimates of damages and compensations. According to a survey and initial reports, 38 people lost their lives, 844 others were injured and 60 people sustained critical injuries.Besides, 500 cemented houses were destroyed and 6,500 partially damaged, while around 1,200 muddy housed were completely destroyed and 500 such houses suffered partial damage. Furthermore, over 80 cattle were killed and 50 vehicles were damaged. Initial compensation was estimated at Rs 631 million.The most affected areas of the AJK included Mirpur, Jatlaan, Nogaraan and Bhimber district with 0.1 million population.As per estimates, severe damage was incurred to road sector (Rs 1,443 million), electricity (Rs 40 million), agriculture and livestock (Rs 53 million), health (Rs 70 million) and education (Rs 103 million). Total initial estimate of damages stood at Rs 2,716 million including local government (Rs 57 million), physical planning and housing (Rs 750 million) and prisons (Rs 200 million). The damages to Upper Jhelum Canal will be worked out by the Punjab government.Later, Prime Minister Khan visited the District Headquarters Hospital to enquire after those injured in the earthquake-related incidents. He also took an aerial view of the quake-hit areas to examine the magnitude of the damages and losses.

ANCHESTER: An expansion of technical education in England will see £120 million invested in new specialist institutes, Education Secretary Gavin Williamson has pledged.Making the announcement to “supercharge further education” at the Conservative Party conference here, Williamson said the number of Institutes of Technology — partnerships between businesses, universities and further education colleges — will expand from the 12 currently planned to 20 across England.He said he has set a goal to “overtake Germany” in the race to deliver the best possible non-academic education. Williamson added that the government will also form a new skills and productivity board of leading labour market economists to advise him on policies to boost skills.Addressing Tory Party members in Manchester, he said: “Apprenticeships, technical and vocational education, these are just as important and as valuable as going to university and are just as important to our economy to make sure that Britain succeeds in the future.“So today I am setting a new target to supercharge further education over the next decade. Our aim is to overtake Germany in the opportunities we offer to those studying technical routes by 2029.”Williamson continued: “In delivering this new ambition we’ll be guided by evidence, so we’ll be establishing a new experts, skills and productivity board of leading industrialists and labour market economists to provide strategic advice on the skills and qualifications that we need.“But I don’t want us to focus only on apprenticeships and T-levels, because we need better technical and vocational education over and above that too. And that is why we’re going to be opening new Institutes of Technology — they’re about providing university level technical qualifications, and set to specific skills that are most needed in their economies.“They have the potential to transform high-level technical education, bringing together FE colleges, universities and employers. But we don’t have enough of them to serve our country, so today I can tell you that we’re going to be making available £120 million extra so that we can have an Institute of Technology in every part of the country, opening a total of 20, so there is one in every major city in England.”“We’ll make sure every young person in every part of our country gets the chance to gain the high-level technical skills that they and we need, from the elementary to the elite; we need stretching technical education at every single level.”Williamson added that further education had been “often overlooked”. “While past Labour governments obsessed over targets to get half the population to university, they forgot about the other 50 per cent. We’re going to put that right,” he said.He also promised to expand the number of specialist maths free schools open from two to 11, to ensure elite maths teaching is available for all 16 to 19-year-olds, wherever they live in England. After addressing the conference, Williamson visited Trafford College and insisted it was a credible aim to overtake Germany in technical education routes by 2029. Red meat unhealthy? Maybe not, researchers say

WASHINGTON: Cutting back on red meat is standard medical advice to prevent cancer and heart disease -- but a review of dozens of studies has concluded that the potential risk is low and evidence uncertain.In new guidelines published on Monday in the Annals of Internal Medicine, a panel of researchers from seven countries suggested that "adults continue current unprocessed red meat consumption."The advice -- which immediately drew a sharp reaction from other experts -- added that adults should also "continue current processed meat consumption."The review, published in the journal edited by the American College of Physicians, analyzed multiple studies that, taken together, showed reducing red meat consumption by three servings per week could lower cancer mortality by seven deaths per 1,000 people.Researchers said any such decline was modest and that they had found only a "low" degree of certainty about the statistic.They added that the quality of evidence linking processed meat with cardiovascular diseases and diabetes was "very low.""There are very small risk reductions in cancer, heart disease and diabetes, however the evidence is uncertain," Bradley Johnston, an epidemiology professor at Dalhousie University and director of the NutriRECS group that put together the guidelines, told AFP."So there may be a reduction -- or there may not be."People need to make their own decisions. NEW YORK: Superstar singer Jessye Norman, an American soprano who showcased her majestic yet intimate voice at opera houses and orchestras around the world, died Monday, her family said. Unhygienic food outlets remain popular despite adulteration

Islamabad:Unhygienic food outlets seemed to remain popular in twin cities due to their low prices despite practicing food adulteration in their kitchens.Regardless of the fact that eating at a roadside vendor or at small kiosks involves severe health threats, scores of people continue to visit them mainly because of low prices. Majority of the customers at these outlets are illiterate labourers working at under construction mega projects in the capital who prefer having meal at these points as majority of them looked for cheaper rates besides having no concept of hygienic food.The makeshift restaurants set up close to construction sites were often found operating near garbage dumps or overflowing gutters that can cause infectious diseases. Noor Khan, one regular customer of these kiosks told APP that due to being away from family he had no choice but to eat at such outlets for these joints were offering cheap rates for a meal that could only be afforded in his limited income.“Government needs to pay heed towards the low income group people as we were getting low wages and the owners are least concerned about the increasing dearness,” he said. Terming these kiosk hotels a blessing as they keep them from sleeping empty stomach, he said, after working hard all day long they did not have time to even think about all the diseases that threatened them and just want to have a full stomach.These food outlets were not only accommodating the labourers but almost all working class falling under low wages group. Afzal Hussain, a cleaner in an audit company in Blue Area said despite having stomach problem, he usually took his food from a nearby joint because it was affordable for him.“The amount of money that is being charged by my office canteen for one meal can buy me five days meal from these points,” he added. An official of Capital Development Authority (CDA) told this agency that although these shops have been seized and fined heavily in the past by the authorities, they kept coming back.“We have been launching drive to confiscate such food outlets time to time but they somehow manage to come back even if they have to use moving carts or small cars for their outlets,” he added.

What a negative mindset

I think in Pakistan a narrative has developed in the mind of people for the last several years that anyone who is riding a shiny car or living in a affluent housing society or having a well furnished office is supposed to have looted Pakistan’s wealth. Even when a middle or a lower middle class person buys a new motor bike, he is suspected to have got the money by doing something wrong. One reason for this mindset is that there has been a lot of noise in the media about corruption. Another reason for such a poisonous mindset is the way the current accountability process and documentation drive is being carried out. Nobody is against accountability or documentation drive but these should be carried out with a very well-thought-out plan so that business sentiments are not suppressed and the economy is not tanked. We rarely find out that corruption allegations have been proved in the courts of law and the alleged person is convicted.This mindset is harming the country’s economy because this mindset is one of the factors contributing to the slowdown of the economy. The prime minister’s economic team has ill advised him as to how to improve the country’s economy . Prime Minister Imran Khan himself has been telling people of Pakistan that there is daily corruption of Rs10 billion in Pakistan. He also told us during election campaign of year 2018 that there is money laundering of $10 billion every year from Pakistan .But none of these claims have so far been proven to be true. We haven’t seen recovery of looted wealth from the alleged corrupt people nor have we seen many convictions by courts. Instead, the economy has slowed down and the country’s balance sheet has weakened. I think the government must immediately take notice of such a negative narrative and help counter this narrative by creating a business-friendly atmosphere to encourage investment. Hard working people have all the right to build a house and buy a car of their choice. Vulnerable nation

In 2012, Pakistan was the first country to establish a climate change ministry, and framed, later on, Climate Change Policy. But the former remained dormant and the latter was not implemented properly. According to a 2012 report of the World Wildlife Fund, owing to Pakistan’s geographical location, the overall temperature increase in the country is much higher and faster than global average, causing record-breaking temperatures, heatwaves, long-drawn-out droughts, unpredictable rain pattern and recurrent flooding etc.Besides, climate change has had a number of adverse impacts in the country. Let’s talk water

Water is vital for all kinds of life on the planet. Napoleon once said that lack of greenery was a precursor for human non-existence. According to the UN, Pakistan is among a handful of countries that would face acute water shortages in coming years. This is alarming and critical and unless we wake up, we will be facing a problem bigger than any other in near future. However, unfortunately, this issue is not so important for our politicians. Maybe, they are unable or unwilling to realize this in wake of their castle-like homes and endless supply of mineral water. We have only two big dams, Mangla and Tarbela, to produce electricity and store water for irrigation and drinking.Little more than a year back, the issue once again become central and a fund was set up by the former CJP. The incumbent PM in his first address to the nation also highlighted the gravity of this issue and pledged to make construction of dams his first priority, However, within a year, the issue went on the back burner. The CJ was never to be seen again after retirement and the PM along with his entourage of ministers and advisors forgot this and diverted their attention to typical politics of the country. Can Sindh bring 4.2 million children back to school?

On August 3, then minister for education and literacy Syed Sardar Shah in the Sindh cabinet announced his school education plan focusing on the enrollment of around 4.2 million out-of-school children. Two days later, he was removed from his post when a major cabinet reshuffle and Chief Minister Syed Murad Ali Shah, who already possessed all-important portfolios of home affairs, finance, planning, and development, kept the education ministry too.Critics say such decisions show the Sindh government’s non-seriousness towards education as the department is being run without the education minister despite the fact the province is far behind in a number of indicators, including access to education, quality and equity which measures progress against the goals set by Article 25-A of the Constitution of Pakistan, the Sindh Right of Children to Free and Compulsory Education Act, 2013, and the Sustainable Development Goals set by the United Nations.Though well-nigh all stakeholders, including the civil society, bureaucracy and donor agencies, have been trying to overcome the dropout ratio, a number of issues are hindrances to access to education.They almost agree to cope with these problems, particularly the issue of illiteracy and out-of-school children. However, such goals can’t be achieved without the assistance of the provincial government, education experts believe.Latest facts & figuresLast month, while presenting his education plan to a cabinet meeting held on August 3, 2019, then education minister Syed Sardar Shah had revealed that 49,103 state-run schools – 44,317 primary schools, 2,693 elementary, 1776 high and 317 higher secondary schools – were functioning across the province. Shah had pointed out that 5,922 had no facilities such as toilets, boundary walls, electricity, and drinking water.According to the report Shah had presented before the cabinet, around 37,705 lacked some of basic amenities and services. Of the total number, 7,611 schools had no roof, 10,516 were being operated in a single room and 18,507 were housed in two classrooms.The report further stated that 18,660 schools were being run by a single teacher, 12,136 schools had no teacher and 11441 schools had no enrolment. Likewise, around 4.2 million children were out of school, and 90 percent of teachers could only teach arts subjects. Even though, the department had trained at least 40,000 teachers, no tangible improvements were observed in their teaching methods, as they failed to bring about any change in schooling.In the meeting, it was also highlighted that textbooks and curriculum desperately needed some significant changes. The cabinet had decided that examinations would be conducted in open spaces under surveillance cameras.Non-seriousnessHowever, instead of addressing these issues, the chief minister made changes in the cabinet. The programme presented by the education minister in the cabinet was set aside, while the education department’s drive to enrol out-of-school children was badly affected.Officials along with teachers had visited various areas to bring a maximum number of children to schools, but, after the removal of the education minister, the campaign quickly ran out of steam without achieving its targets.The Institute of Social and Policy Science, an Islamabad-based think tank, in its latest report, has said Sindh’s Education and Literacy Department had enrolled 821,000 children in 2009-10. Of them, 183,000 children reached level 10 in 2018-19, while the rest of the students dropped out in different classes at different stages. Thus, the dropout ratio remained 78 percent.The ISAPS has pointed out that Sindh lacks middle, high and higher schools. They are less than 89 percent as compare to primary schools in the province. As per the data, Sindh has 2693 middle, 1776 high and only 317 higher secondary schools which don’t meet to requirement.The fate of childrenOwing to such a deteriorating situation, the Sindh government is unable to reduce the out-of-school children’s ratio, which has nearly remained the same over the past one decade. Sindh has also the second highest number of out-of-school children in Pakistan, after Balochistan.According to the government record, among the total 12 million children aged between 5 and 16 years in the province, 4.2 million are out of school. The Sindh Right of Children to Free and Compulsory Education Act, 2013, states; “Every child of the age of five to sixteen years regardless of sex and race should have a fundamental right to free and compulsory education in a school.”The act further elaborates; “No child should be liable to pay any kind of fee or charges or expenses which may prevent him or her from pursuing and completing the school education. The privately-owned schools would be bound to provide free education to 10 percent students of the total. If a child above five years of age has not been admitted in any school and they dropped out from school they will be admitted in a class appropriate to his or her age.”However, strict implementation of the act is still awaited. The provincial government needs to be focused on providing access to education to meet international criteria accords and standards of education, but it seems that the province lags far behind other provinces to meet the SDG 4.Sindh and Goal 4The ISAPS in its reports has mentioned that if the Sindh government wants to meet the Sustainable Development Goal — an intergovernmental agreement set by Untitled Nations for the year 2030, the provincial education department would need 153,567 classrooms in the coming 10 years.The SDG 4 particularly focuses on quality education and states: “Quality Education – Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.”The institute further suggests that the province needs to recruit 306,492 teachers for achieving the goal of free and compulsory education within 10 years. There is also need to engage public representatives and communities’ leaders to accomplish the UN target for education by 2030.The Sindh government should introduce rules of business under the Sindh Right of Children to Free and Compulsory Education Act, 2013 and make sure its implementations.The organisation further recommends that a compressive plan is needed for the implementation of laws. Around 4.2 million children aged between 5 and 16 years will be admitted to schools in different phases in the next 10 years from 2019 to 2030.The provincial government should ensure effective use of funding and present a quarterly budget before the members of the Sindh Assembly.18,660schools are being run by a single teacher, according to a report.

City’s suburbs receive mild rain as weather system leaves Sindh

Some peripheral areas of Karachi including Gulshan-e-Hadeed and Gadap Town received mild rainfall on Sunday afternoon.Most of the areas of the city did not receive any rain on Sunday. However, according to the Pakistan Meteorological Department, it may rain in the city on or after October 4 due to another weather system.Met Office director Sardar Sarfraz shared that the Gulshan-e-Maymar, Super Highway and Gulshan-e-Hadeed areas received trace rain, which could not be recorded.The low pressure area, according to Sarfraz, was earlier present in the north-east Arabian Sea and Karachi was under its extension area. The system has further moved towards Indian Gujrat and its leftover extension caused rainfall in the eastern side of the city on Sunday, he said.“This wasn’t a very significant happening, hence, it wasn’t [properly] forecast,” he said. Sarfraz explained that the sea breeze was expected to resume completely after today (Monday). He added that the current monsoon system had now moved away from Sindh and no further rains were likely because of it.However, he said, a western system from Iran may enter the country on October 4 or 5 which may cause rainfall in southern Balochistan and some areas of Sindh, including Karachi. Sarfraz said there were chances of mild rain in Karachi due to the new system. The western system, according to him, usually hit Sindh in winter. “It is seldom that western waves touch this part during October.”

KWSB employee killed under mysterious circumstances

An employee of the Karachi Water & Sewerage Board (KWSB) died mysteriously due to a bullet wound in the Landhi area on Sunday.The incident took place at a house located in Christian Colony located near Bhosa Mandi, Bhens Colony No 8 within the limits of the Sukkan police station. The victim, 50-year-old Ishaq Masih, son of Sardar Masih, was hit by a bullet and died shortly after it. He was the father of three children.The body was transported to Jinnah Postgraduate Medical Centre (JPMC) for an autopsy. A police team visited the crime scene to collect evidence. They recorded statements of the family members. According to the police, Ishaq was an employee of the KWSB and was asleep on the roof of his house when he was hit by the bullet and died.The police said they had also found an empty shell of a pistol from the scene and sent it to the forensic division. A case has been registered while further investigations are under way.Mugging bidA 25-year-old soldier of the Pakistan Army, Asad Ali, was shot dead for offering resistance during an attempted mugging in Landhi on Saturday night.The police said the deceased was an employee of the army and had come to his home during vacations. They added that the incident took place outside his home on Saturday night when two armed men on a motorcycle attempted to snatch his mobile phone.As Ali put up resistance, the robbers shot and injured him. He was shifted to the JPMC where he succumbed to his injuries. The victim was shot once in his chest. The robbers fled the scene after the incident. The police registered a case against unidentified persons.Incidents of shooting people dead during mugging are on the rise in Karachi as earlier on September 20, a Rangers’ soldier was also shot dead for offering resistance during a mugging bid in the Naval Colony area within the limits of the Mochko police station.Rangers make arrestsThe Rangers arrested three suspects, including alleged dacoits, during their targeted operations in the city on Sunday. A spokesperson for the paramilitary force said the Rangers’ troops conducted targeted raids in the Boat Basin and Ferozeabad areas where they arrested two suspects identified as Rehman Sher and Muhammad Usman Qureshi. They were allegedly involved in a number of robberies and street crime cases.The Rangers also carried out a raid in the Memon Goth area where they apprehended a man, Murtaza, said to be involved in theft of motorcycles. The paramilitary force also claimed to have seized weapons and stolen items from the possession of the suspects who were later handed over to the police to initiate legal proceedings.

The body of a minor boy who had drowned in the Lyari River a couple of days ago was fished out of the river on Sunday.The seven-year-old boy, namely Sufiyan, son of Karamat, had drowned on Friday while playing near the Lyari River in the Teen Hatti area, which falls within the jurisdiction of the PIB Colony police station.Responding to the initial information received whereby three children had drowned, rescuers from different welfare associations as well as police officials had reached the scene of the incident.However, two of the children were safely rescued, while the third one, Sufiyan, remained missing as the rescuers failed to locate him alive or his body. Police said that heavy machinery along with divers participated in the search and rescue operation again and the rescuers finally found Sufiyan’s body on Sunday.The officials said the boy was a resident of Hingora Goth, adding that the minor’s body was taken to the Abbasi Shaheed Hospital, from where it was later handed over to his family.NUMBERS THAT COUNT

Sindh reiterates resolve to ban single-use plastic bags from tomorrow

The Sindh government has reiterated its resolve to impose a complete ban on single-use plastic bags of less than the required thickness in the entire province from Tuesday (tomorrow).A statement issued on Sunday quoted Barrister Murtaza Wahab, the provincial administration’s spokesman, as saying that in August the government had announced its decision to ban single-use plastic bags across the province starting October 1.Wahab said progress had already been made as the association of plastic manufacturers in the province announced abiding by the government’s decision and gave their assurance that they would not manufacture non-biodegradable plastic shopping bags any more.The spokesman appealed to the people of the province to stop using polythene shopping bags because they are a major source of environmental pollution. He said plastic bags have also been a major cause of choking drainage lines and the sewerage system of Karachi. “Everyone has to play their role in improving the environment because the government can do nothing in this regard without the cooperation of the masses.”The statement, however, did not mention how the Sindh government planned to ensure that there would be no more manufacture, sale and consumption of single-use plastic bags from tomorrow. It seems that the provincial administration does not wish to take any harsh punitive action to enforce its ban on plastic bags to avoid any adverse reaction from the public.Haleji LakeWahab, who is also the chief minister’s adviser on environment, said in another statement that the Haleji Lake in District Thatta was being revived by releasing freshwater into it. He said that besides releasing freshwater, a plantation campaign will also be conducted in the surroundings of the lake to improve the environment of the area.He also said that releasing freshwater will help decrease total dissolved solids so as to turn it into an ideal environment for marine life to thrive and to promote the fisheries industry in the area.The adviser said that after its revival, the Haleji Lake would once more be in a position to attract migratory birds, which had earlier turned away from the wetland site due to unsuitable change in the chemical composition of the lake’s water.Wahab said that the revived Haleji Lake would also be in a position to attract a large number of tourists from the surrounding areas, as it would be developed as a major recreational spot. He said that efforts to revive the Haleji Lake are a part of the Sindh government’s firm resolve to preserve and improve the environment of the province.

Second TEDx Habib University highlights social issues in South Asia

Bringing together diverse communities, Habib University on Saturday held its second TEDx Habib University event where speakers shed light on social issues that were being faced by people in South Asia.The daylong gathering at the HU campus served as a platform where academics, industry experts, innovators, artists, and inspired thinkers from diverse backgrounds shared their work experiences in order to cultivate and engage a community of curious minds with innovative ideas.This was Habib University’s second TEDx event – with the fi­rst event being held in 2017. SBCA to act against builders throwing rubble on streets

The Sindh Building Control Authority (SBCA) has been tasked to take measures against the rubble of construction sites spread on roads in Karachi, according to provincial minister for local government Nasir Hussain Shah.More than 0.1 million tons of garbage, according to the minister, has been lifted from the city. On a daily basis, he said,12,000 tons of garbage was being disposed of at the landfill sites. Addressing a meeting regarding garbage disposal on Saturday, he said that 289 builders had already been served notices for not disposing of the rubble from streets. The reasons behind taking action against citizens throwing garbage on streets, he said, was not to punish or shame them but to make them realise their duty of keeping the city clean.Due to recent rainfalls in the city, he said, their operation against the garbage was mildly affected. He hoped that the backlog of garbage would be cleaned from the city soon. The minister asked the citizens to play their role in getting the city cleaned and asked them not to throw garbage out in the streets.As for those who were throwing garbage inside drains, he said, they were making efforts to sabotage the ongoing Clean My Karachi campaign. Measures had been taken to address such complains, he said and added that under Section 144 the government had established its writ. It was also decided in the meeting that they would do legislation against throwing garbage inside rain drains and on streets.

Keen on being part of the global celebration of the 550th birthday of Guru Nanak, the founder of the Sikh religion, the Sikh community living in the Sindh province has stepped up their preparations for the grand event.In this regard, the Pakistan Sikh Council, the Guru Nanak Darbar Karachi and the Sarbat Da Bhala Jatha Pakistan have been making preparations for a Nagar Kirtan train procession from Karachi to the Nankana Sahib city via the Sikh Yatri Train.Nagar Kirtan is a Sikh custom involving the processional singing of holy hymns throughout a community. The Gurdwara Nankana Sahib is the birthplace of Guru Nanak Dev in the Punjab province’s Nankana Sahib district.Pakistan Sikh Council head Sardar Ramesh Singh said the Nagar Kirtan train procession is being organised in connection with the 550th birthday of Guru Nanak Dev. “It is a historic day for the Sikh community. He said that more than 800 people from various parts of the province will become part of the Nagar Kirtan procession, adding that the Pakistan Sikh Gurdwara Prabandhak Committee will welcome and host the procession.The Pakistan Sikh Council head also said the train will be decorated with wallpapers containing teachings about Guru Nanak. “We also plan to install a religious set-up in one empty coach.”A number of minority parliamentarians, including Jai Parkash, Anwar Lal Dean, Kheal Das Kohistani, Mangla Sharma, Dr Ashok Kumar and Dr Darshan will also join the procession, added Singh.

SHC orders status quo on construction of multistorey building in Bath Island

The High Court has ordered a private builder to maintain status quo on the construction of a multistorey building in Bath Island till further orders.The interim order came on a petition of Iftikhar Soomro and others against the construction of a multistorey building in Bath Island and conversion of a residential plot for commercial purpose.The petitioners’ counsel submitted that the petitioners were residents of the vicinity and had been residing in the area for the last several years. He submitted that the Sindh Building Control Authority granted approval to the residential plot's use for the purpose of a multistorey building, which was against the Karachi building and town planning regulations 2002.He submitted that the respondent was making construction on the residential area and as per regulations no residential plot shall be converted into any other use except with the approval of the master plan department, SBCA.He further stated that procedure for the change of land use had been designed to protect the residential statues of neighborhoods and had not been applied by the SBCA; besides, invitations for public objections were not invited by the respondents.The counsel submitted that residents of the area were not heard prior to the grant of the approval of the building plan. He submitted that approval for ground plus-8 floor, basement was illegal and in violation of the building regulations.The court issued notices to the SBCA, private builder and others and appointed Nazir as commissioner to inspect the site and verify the present status of the construction being raised on the subject plot.The court directed the Nazir to submit a comprehensive report with regard to construction raised on the subject plot. The court also directed the private builder and other parties of the case to maintain status quo till the next date of hearing.

Lyari residents hold protest rally against running of drug dens

Although peace has returned to Lyari after the law enforcement agencies’ successful crackdown on criminal gangs, the locals are now protesting against drug peddlers resuming their activities in different parts of the city’s oldest town.The residents complain that parts of Chakiwara, Kalakot, Rexer Lane, Singo Lane, Rangiwara and Shah Baig Lane have become the hub of drug pushers’ activities, as addicts can be seen wandering these areas’ narrow lanes to buy different types of narcotics.They also claimed that dozens of drug dens have been operating in these areas. On Saturday evening a large number of residents and civil society and political activists participated in a rally organised by the Lyari Awami Mahaz, a local civil society initiative, to protest against the open sale of narcotics in different localities of the town.The rally, which was aimed at pressuring the authorities, including the police, to take action against drug peddling and to create awareness, started from Aath Chowk and ended at Chakiwara Chowk.A number of prominent figures, including Awami Workers Party central leader Yousaf Masti Khan, journalists Saeed Sarbazi and Arif Baloch, trade union leader Usman Baloch and activists Abdul Wahid Baloch, Sajid Buledi, Zahid Barakzai and Asghar Dashti, joined the protest to support the campaign against drug pushing.The rally’s participants said poverty, unemployment, illiteracy, lack of civic amenities and years of neglect have turned Lyari into a breeding ground for social evils, with drug addiction being the most harmful of them. “Although peace has returned to the area, now one of the main problems here is the sale of narcotics,” said a protester.One of the rally’s participants also referred to the popular movement by Lyari’s youth in the 1980s against drug peddlers, saying that the area needs such campaigns to be revitalised with the support of the civil society, political groups and residents.These areas are riddled not only with drugs but their sellers as well and their nefarious activities pose a threat to the health and well-being of the youth and their families, said the protesters.The activists argued that efforts to cleanse the localities of numerous crimes, including thedrug trade, have not been very successful because of the nexus between the drug mafia and government and law enforcement officials.

DMCs’ chairmen demand they, not DCs, be provided funds

Criticising the Sindh government for not providing any funds to the District Municipal Corporations (DMCs) for the cleanliness campaign, DMC East Chairman Moeed Anwar on Sunday said the government should officially announce that the DMCs have no role to play in the cleanliness drive and only the deputy commissioners (DCs), who have been provided funds by the government, are responsible for it.Talking to The News, Anwar said funds for the ‘Clean My Karachi’ campaign were only provided to the DCs who were managing the machinery and monitoring the waste collection work. The DMC East chairman lamented that the elected representatives of people were being ignored while the administration was being empowered to carry out development work.He said this reminded him of the past when bureaucracy enjoyed more powers than elected representatives. He added that the Sindh government wanted to bring that era back. Commenting on the statement of Federal Maritime Affairs Minister Ali Zaidi who said Kachra Kundis in Karachi were being handed over to contractors, Anwar said the federal minister was right.Meanwhile, DMC West Chairman Izharul Hasan said the deputy commissioner in his district had been provided funds to lift garbage and debris and the elected chairman was there just as a silent spectator. Decrying the Sindh government’s attitude of ignoring the elected chairmen of the DMCs, he said it was due to such attitude the local bodies were compelled to ask for the federal government’s help.DMC Central Chairman Rehan Hashmi also echoed the concerns of his counterparts in District East and West. He said he needed funds to deal with the rain emergency but the Sindh government was not providing him any money for that.Hashmi was of the view that being elected representatives, the DMC chairmen were accountable to their voters while the voters were not to hold the DCs accountable for their job, due to which the cleanliness drive should be managed by the DMC chairmen rather than the DCs.

Fuuast VC dishonoured varsity’s charter, claim teachers as they demand financial audit

Responding to a recent interview of the vice chancellor (VC) of the Federal Urdu University of Arts, Science and Technology (Fuuast), Prof Dr Syed Altaf Hussain, in which he criticised the teachers’ politics at Fuuast and shared his views on other matters, some teachers of the varsity have demanded a financial audit of the Fuuast, said that Urdu university has been suffering because of its senescent VC.Elected members of the Nominating Committee of Fuuast Dr Irfan Aziz and Dr Iftikhar Ahmed Tahiri, and others issued a statement to respond to the allegations of the Fuuast VC in his interview published in The News on Monday, September 23.Dr Aziz and Dr Tahiri said many remarks made in the interview were unbecoming of a VC who violated various provisions of the charter of Fuuast by making such statements.Education in UrduAs the VC had said not every subject could be taught in Urdu and a single university should not be expected to promote the national language, the teachers said such remarks were against the very motto of Fuuast, which was ‘Qaumi Tarraki ka Zarea, Qaumi Zuban Me Taleem [education in the national language leads to nation’s progress]’.They demanded that the varsity’s senate question the VC over his such remarks. The teachers alleged that instead of making Fuuast a robust international university that was dedicated to the promotion of the national language, the VC did not address the problems of the faculty of engineering and others on the pretext that the modern subjects could not be taught in Urdu.The Urdu university was chartered for the promotion of Urdu language in 2002 and its students could use their medium of education in English or Urdu, the teachers said. They added that a lot of faculty members at Fuuast had been carrying out research in English and a good number of students were taking their examinations in English as well, which showed that the promotion of Urdu at Fuuast was not being made at the cost of the academic standards.Dr Aziz and Dr Tahiri said the VC’s remarks had brought the Urdu medium degree programmes of Fuuast into disrepute and they were also against the charter of the university, parliamentary directives and various observations of the Supreme Court.Administrative chaosReferring to the prevailing administrative chaos at Urdu university, the teachers held the VC directly responsible for the mess. They said Dr Hussain had been running the university for two years and he was still unable to appoint permanent officials against important posts, including those of the registrar, controller of examinations, finance director and planning and development director.One should wonder how the Urdu department of Urdu university has only three permanent faculty members, the nominating committee members said. They alleged that the incumbent VC had continued to keep the players of the erstwhile plagiarism-famed VC of Fuuast at all the key administrative posts. They lamented that no action had been taken by the current VC against incompetent officials holding key posts at the varsity.They claimed that Dr Hussain had been bestowing favours to the members of the selection committee. “How can you make one man head of more than nine very important committees?” they asked.Despite the recommendations of the nominating committee, the VC and his handpicked people were trying to keep the senate membership incomplete on one pretext or another, the teachers said, adding that the other decision-making bodies of Fuuast such as the syndicate and theacademic council had been filled on a temporary basis and this was the root cause of the administrative chaos.The teachers also criticised the VC for eliminating the departments of Islamic history, history, Sindhi, social work, Arabic and other disciplines. In the interview, Dr Hussain had said many departments of social sciences at Fuuast were to be merged into one single department.Teachers’ politicsCommenting on the VC’s censure of the teachers involved in politics at the varsity who, according to the VC, had been harming Fuuast for at least a decade, the nominating committee members said the teachers were the custodians of Fuuast who had resisted many unethical and contra-educational moves of the previous VCs.Fuuast could not form a full selection board for teachers since 2013 and there had been no convocation since the last nine years, the teachers said. They lamented that although teachers had been retiring every year, the vacant positions were not being filled and more than 80 per cent sanctioned posts were lying vacant.The university had not paid salaries to its contractual teachers since the last two semesters and there were many departments where contracts for teachers for the current semester had not been issued so far, the nominating committee members said.They further alleged that whereas, the grants to the faculty and students for research and publication had been stopped but the self-projecting publications of the VC were still being printed in large numbers without any interruption. If the VC can appoint people of his choice at newly created posts against better payments, what makes him unable to release the salaries of teachers who have already taught their courses, they asked.They said when teachers demanded improvement in the education standards, they were served show-cause notices and blamed for politicising the varsity.The nominating committee members also asked the VC to come forward with innovative ways to overcome financial crunch at Fuuast. There were many ways through which the varsity could increase its resources and the VC must come out of his comfort zone to address the financial woes of the varsity, they said.Islamabad campusThe teachers said the Islamabad campus of Fuuast had become a never-ending project of the varsity. They added that members of the senate were raising serious questions on dubious financial matters related to the Islamabad campus. The VC was answerable to the senate and attempts to avoid questions and trying to malign the senate members was not a positive thing to do, they said.

‘Pre-marriage test can prevent thalassaemia’

Creating awareness about thalassaemia is essential to prevent the spread of the disease. Metropolitan Commissioner of the Karachi Metropolitan Corporation (KMC) Dr Syed Saif-ur-Rehman said this on Sunday as he visited the Afzaal Memorial Thalassemia Foundation (AMTF).He said the Sindh Assembly in 2013 approved a law regarding thalassaemia which should be implemented. The pre-marriage thalassaemia test can save next generations from the deadly disease, he remarked.The metropolitan commissioner said the KMC will cooperate with the AMTF in its efforts to create awareness about thalassaemia. He was informed that the foundation had been working since the last 16 years and so far 1,600 children suffering from thalassaemia had been registered with the AMTF.

JUI-F leader among three dead in Chaman blast

CHAMAN: A central leader of the Jamiat Ulema-e-Islam-Fazl (JUI-F), Maulana Mohammad Hanif, and two other people have died, while 17 others sustained injuries in a bomb blast in Balochistan’s Chaman city, police officials said.According to Geo News, the explosion took place in front of the JUI-F leader’s office on Saturday. Police said the JUI-F leader succumbed to his injuries when he was being shifted to Quetta. Four wounded were shifted to a nearby hospital, said rescue officials.The police said explosive material was planted on a motorcycle on the road, adding that windows of several nearby buildings were shattered due to the intensity of the blast.JUI-F Chief Maulana Fazlur Rehman condemned the blast, saying he was deeply aggrieved due to the death of his party leader. “Maulana Mohammad Hanif was a sincere leader,” said Fazlur Rehman, calling the incident a conspiracy against peace. US judge blocks indefinite detention of migrant kids

LOS ANGELES: A federal judge in California on Friday blocked a bid by the Trump administration that would have allowed for undocumented migrant children to be detained indefinitely.The decision by US District Judge Dolly Gee relates to the so-called Flores Agreement which stipulates that the government could not detain migrant children for more than 20 days.In the face of a massive influx of migrant families crossing into the United States this year, the White House sought to scrap the 22-year-old agreement, in order to deter migrant expectations that they would be released after being arrested by border agents.President Donald Trump’s administration has faced numerous court challenges over its efforts to curb migration. “The blessing or the curse—depending on one’s vantage point—of a binding contract is its certitude,” Gee said in her ruling.“Defendants cannot simply ignore the dictates of the consent decree merely because they no longer agree with its approach as a matter of policy,” she added.Gee said attorneys for the government had failed to prove their case and could have sought Congressional action to reverse the Flores agreement.“Having failed to obtain such relief, defendants cannot simply impose their will by promulgating regulations that abrogate the consent decree’s most basic tenets,” Gee said. “That violates the rule of law. Pompeo subpoenaed as Democrats press Trump impeachment

WASHINGTON: Democrats charged aggressively into an impeachment investigation of President Donald Trump on Friday, ordering Secretary of State Mike Pompeo to turn over Ukraine-related documents and scheduling testimony for witnesses to alleged abuse of power by the US leader.Three House committees gave Pompeo one week to produce the documents, saying multiple State Department officials have direct knowledge of Trump’s efforts to enlist the Ukraine government’s help in his US campaign for re-election.“The Committees are investigating the extent to which President Trump jeopardised national security by pressing Ukraine to interfere with our 2020 election and by withholding security assistance provided by Congress to help Ukraine counter Russian aggression,” they said.Public support is growing for impeachment after the release of an anonymous whistleblower’s complaint on Thursday, reportedly made by a CIA analyst who had worked in the White House.It accused Trump of pressuring Ukraine’s President Volodymyr Zelensky in a July 25 phone call to supply dirt on former vice president Joe Biden, the favourite to represent Democrats against Trump in the 2020 presidential election. The complaint also revealed that White House aides, alarmed at Trump’s implicit offer to release aid in exchange for Zelensky’s help, sought to hide the record of the call in a highly secure computer system normally used only for the country’s most top-secret intelligence. Congressional investigators on Friday announced interviews starting next week with five State Department officials, including former ambassador to Ukraine Marie Yovanovitch, whom Trump reportedly forced out earlier this year for resisting his efforts to pressure Kiev to probe Biden.The list also includes US special representative on Ukraine Kurt Volker, who resigned Friday after being ordered to answer questions in the impeachment investigation, a source familiar with the matter told AFP.The whistleblower complaint said Volker met senior Ukrainian officials on how to “navigate” Trump’s demands of Zelensky. House Speaker Nancy Pelosi declared that the impeachment investigation would move quickly, saying evidence from the whistleblower’s complaint against Trump of abuse of power and an attempted cover-up was unambiguous.In a series of tweets Trump attacked Democrats—including Adam Schiff, the lawmaker named by Pelosi to lead the impeachment probe—calling them liars, while also taking aim at the “partisan” whistleblower and the “Fake News Media and their partner, the Democrat Party.”Meanwhile, more concerning allegations against Trump came to light late Friday, with The Washington Post reporting Trump told Russia’s foreign minister and ambassador to the US he was unconcerned about Moscow’s interference in the 2016 US elections because Washington did the same in other countries.

‘Soldier F prosecution one of the crimes of the century’

LONDON: The prosecution of ‘Soldier F’ over the Bloody Sunday massacre has been described as “one of the crimes of the century” by the organiser of a protest set to bring parts of central London to a standstill.Gavin Wragg, who was behind a similar protest in April, spoke as former servicemen and their supporters converged on Whitehall to form a human chain around Westminster on Saturday.Soldier F, who cannot be named for legal reasons, is the only person from the 1st Battalion Parachute Regiment ever to face trial for the deaths of 13 civil rights protesters and one passerby in Londonderry in January 1972. He is charged with the murder of William McKinney, 27, and 22-year-old James Wray, and the attempted murder of four other men—Joseph Friel, Michael Quinn, Joe Mahon and Patrick O’Donnell.He faces a final charge of “attempted murder of a person or persons unknown”. The Saville Report, an inquiry set up by Tony Blair in 1998 and which published its findings in 2010, also found Soldier F to have killed two other men—Bernard McGuigan, 41, and 31-year-old Patrick Doherty. The inquiry found Wray had been shot in the back while fleeing and that he was shot a second time as he lay dying, while McKinney was also shot in the back.Soldier F learned he was to be prosecuted in March of this year and the case is currently in its preliminary stages in Northern Ireland, and the decision by the Northern Irish authorities sparked outrage in Britain.By 10.30am on Saturday morning around 500 people with flags and “support Soldier F” t-shirts had gathered in Trafalgar Square, with the march due to set off for Westminster at 12pm.Speaking to the PA news agency about the prosecution, Wragg said: “I got more and more enraged by it and I made a Facebook video saying we need people to come together and show this is wrong because so many people don’t know.”Wragg, who served with the Royal Transport Corp for 10 years, has dubbed the movement “Operation Rolling Thunder” and a protest in April saw 11,000 people including several biker gangs take to the streets in London.Wragg, 56, said the protest was not targeted at the families of the victims but said the relatives of the British soldiers killed in Northern Ireland had also never received justice.Soldier F, who is now in his 70s, was not present on the march and has chosen not to get involved in the movement.

Indian state terrorism tightens grip in IHK

ISLAMABAD/SRINAGAR: In their fresh acts of state terrorism on Saturday, the Indian troops martyred six Kashmiri youths in Ganderbal and Ramban districts of Occupied Kashmir.During cordon and search operations, the troops martyred three youths in Naranag area of Ganderbal and three others in Batote area of Ramban district in Jammu region.Earlier, one Indian soldier was killed and another injured in an attack in Batote. The operations continued till last reports came in, Kashmir Media Service reports.On the other hand, people came out in jubilation last night after Prime Minister Imran Khan’s speech in the UN General Assembly where he forcefully highlighted the suffering of Kashmiris due to continued lockdown and communication blackout in the territory.Despite heavy presence of Indian troops, people at many places came out of their homes and celebrated with firecrackers and dance as soon as Imran Khan’s speech ended. Carrying Pakistani flags, they raised high-pitched pro-Pakistan, pro-freedom and anti-India slogans.The occupation authorities tightened restrictions in Srinagar on Saturday to prevent people from staging further demonstrations.Normal life remained crippled on the 55th consecutive day on Saturday in the Kashmir valley, as shops, business establishments and educational institutions remained closed and public transport was off the roads.The occupation authorities kept the communication means, including internet and mobile phones, suspended and TV channels shut in the Kashmir valley and Muslim areas of Jammu region.Shutdown was observed in Doda, Bhaderwah and Kishtwar against Indian occupation and repeal of special status of occupied Kashmir by the Modi government.An officer of Indo-Tibetan Border Police committed suicide by shooting himself with his service rifle in Jammu city.This incident of suicide raised the number of such deaths among Indian troops and police personnel to 442 since January 2007.Meanwhile, authorities tightened restrictions on people’s movements on Saturday to prevent possible protests following a speech by Pakistani Prime Minister Imran Khan.In an address to the United Nations General Assembly on Friday, Khan warned of a bloodbath once India lifts its restrictions in Kashmir, which have been in force since it revoked the region’s decades-old autonomy in August and detained thousands of people.On Saturday, police vans fitted with speakers made public announcements in some parts of Srinagar about movement restrictions, while additional troops were deployed to prevent protests, according to officials and two witnesses. The troops also blocked access to the main business center of Srinagar with razor wire.“This was necessitated after protests across Srinagar city last night soon after Imran Khan’s speech,” said a police official, who declined to be identified.India’s crackdown as it revoked Kashmir’s special status was accompanied by severe restrictions on movement, as well as disconnection of telephone services.Though New Delhi has eased some of the movement curbs, no prominent detainees have been freed and mobile and internet connections remain suspended.In some areas, including Soura region near Srinagar which has witnessed protests in the past against India’s decision, people clashed with security forces by pelting stones Friday night, forcing police to use tear gas to disperse them, said the Indian official.Meanwhile, former chief minister of Indian Occupied Kashmir Mehbooba Mufti Saturday appreciated Prime Minister Imran Khan’s historical speech at the UN General Assembly.In series of tweets, she said who would have thought that one fine day a Pakistani would warn the world about dangers of a fascist organization like the RSS.“Let us stand with Kashmir,” Mufti said, adding, “This inhuman siege imposed to cage and repress Kashmiris must end.”Meanwhile former Member of UK Parliament George Galloway has also commended Prime Minister Imran Khan’s speech.In a tweet, he said Imran Khan played first class Captain’s innings at the UN General Assembly. “Well played, Sir,” the tweet said.
