Sindh Revenue Board sets time limit for transfer, registration of propertyBy Imdad SoomroKARACHI: Sensing the public hardships, Senior Member Sindh Revenue Board Qazi Shahid Parvez has issued a Standing Order setting a time limit for registration and transfer of property.According to the Order, all deputy commissioners, assistant commissioners, Mukhtiarkars and sub-registrars in the province have been directed to complete the process for transfer and registration of properties within the prescribed time limit.According to the Order, a copy of which is available with The News, the inspector general of registration and deputy commissioners have been directed to follow the instructions and also convey to their subordinate staff for compliance of the Order to the letter failing which the errant officials would be proceeded against under The Sindh Civil Servants (E&D) Rules 1973.It was directed that in case of transaction in record of rights in case of death of a relative (Foti Khata) an entry should be made in the relevant register on receipt of application and a receipt be issued to the applicant immediately by the Mukhtiarkar concerned and he shall verify the record and after holding common assembly allow the mutation within seven days from issuance of receipt.The assistant commissioner shall verify the entry within three days, and the attested copy of entry shall be sent for scanning to the Provincial Record Cell (PRC) through courier or register post within two days by concerned Mukhtiarkar and the PRC shall make technical verification and data scanning of entry within two days.The PRC shall ensure courier of scanning entries to the Mukhtiarkar concerned within two days and on receipt of scanned copy the applicant shall be given a certified copy within one day.It said in case of issuance of a sales certificate, an entry be made in the relevant register and receipt be issued to the applicant immediately by the Mukhtiarkar concerned and he shall verify record and complete all codal formalities within four days, while the assistant commissioner shall counter-sign the sales certificate within two days and the Mukhtiarkar shall issue the sales certificate to the owners concerned and send copies to the PRC for scanning and data entry within one day.The order further suggested that in case of registered transaction before the sub-registrar a receipt will be issued immediately by the sub-registrar on presentation of documents and the sub-registrar shall examine the documents, collect stamp duty and registration fee duly calculated along with the mutation fee within three days.Qazi Shahid told The News that there were public complaints that the Mukhtiarkars and sub-registrars were not following the rules, procedure and standing instructions of the Board of Revenue to resolve matters related to Foti Khatas, mutation of deeds and registered transactions and keeping the public problems in view the said order was issued.Replying to a question, SMBR Parvez said he will personally monitor the performance and compliance of the said order and if any officer made any violation and unnecessary delay, action would be taken against him under the relevant service laws.Qazi Shahid assured that soon all the procedure would be made online to minimize the hardship of the general public.
